Job overview

The post holder will deliver financial support to a number of projects, providing high-quality financial assessments in collaboration with operational/clinical teams to support the revenue consequences of modelling. Reporting to the Head of Strategic Finance, the post holder will be a key member of the Finance Team, ensuring resource use is understood and maximised. They will apply sound accounting and business knowledge, perform investment appraisal, provide analytical support and clearly present financial information to support projects, challenging all aspects of financial and business performance. This role will strengthen relationships between finance and clinical and non-clinical teams in financial performance management, use of resources, cost improvement development, financial planning and education.


Main duties of the job

* Support the construction of Business Cases.
* Support the construction of Medium and Long Term Planning.
* Interpret and explain financial performance.
* Analyse and identify financial risk in the organisation.
* Promote strong financial control within the Trust and challenge non-compliance with financial principles, procedures and policies.
* Support the creation of a culture of performance management within the Finance Division to seek and implement financial solutions and maximise opportunities.

Detailed job description and main responsibilities

Financial Strategy and Planning

1. Support the production of multi-layer financial medium/long term plans of the Trust, incorporating risks and opportunities. Work with data to analyse options and provide interpretation.
2. Support the delivery of the strategic finance function with future-focused project decision support, technical financial advice and business intelligence.
3. Build effective internal relationships to challenge performance, decision-making and outcomes.

Strategic Developments, Transactions and Trust-wide Business Cases

1. Support business case development including Five Point Case Approach, financial modelling, detailed financial analysis (including demand and capacity modelling) and investment appraisal to improve decisions and benefits realisation; ensure accuracy of financial analysis and robust scrutiny.
2. Assist with negotiating commissioning agreements to maximise income or value for money (e.g., local price reviews, PLICs/Reference costs).
3. Support benchmarking and value-for-money audits to ensure best practice and optimal resource use in projects.
4. Support setting waste reduction/efficiency targets and developing robust plans for annual and medium/long-term delivery.
5. Identify and achieve waste reductions and productivity improvements using benchmarking data (e.g., PLICs, GIRFT, Model Hospital).

Governance

1. Support maintenance of Standing Financial Instructions and internal controls to ensure accuracy, completeness and anti-fraud measures.
2. Help ensure strategic financial risks are identified and properly assessed with adequate mitigation arrangements.

Communication

1. May write high-quality papers/business cases on financial accounting, reporting and related issues with appropriate consideration of standards, laws, policies, materiality, risk and recommendations.
2. May present highly complex and sensitive financial information to audiences of varying experience and seniority.
3. Represent the Finance Department at internal meetings/events as required, acting independently and effectively.

Service Delivery and Improvement

1. Maintain up-to-date specialist knowledge of financial procedures, relevant legislation and policies.
2. Analyse consequences and risks of short/long-term changes; communicate and escalate as needed.
3. Ensure awareness and compliance with Standing Financial Instructions; provide training and guidance as required.
4. Support process improvement for strategic planning to improve efficiency, standardisation and governance; ensure reporting solutions are effective and systems are appropriate.
5. Contribute to financial governance and transformation across the Trust.

People Management and Development

1. Support recruitment, training, appraisal and HR policy implementation; assist with performance issues and development plans.
2. Encourage staff development and regular appraisal with Personal Development Plans and mandatory training compliance.

Patient Care Delivery

Ensure the best use of resources to support patient care.

Learning and Development

* Attend mandatory training updates as required and undertake appropriate development throughout the role.
* Meet agreed standards of personal and professional development within agreed timescales.
* Identify learning needs and plan training with your line manager.
* Participate in the Trust’s appraisal process to support service delivery improvements.

Person specification


Professional Registration

* Experience in a relevant financial department; equivalent to Master’s degree. Part-qualified CCAB; evidence of continuing professional development.


Experience/Qualifications

* Experience in preparing Business Cases to support changes to service delivery; ability to manage multiple projects to deadlines; experience in Medium/Long Term Financial Planning.
* Experience in supporting Business Cases through governance; experience in presenting Medium/Long Term Financial Planning to senior audiences; experience in Patient Level Costing and Service Line Reporting.


Specific Requirements

* Ability to set departmental objectives and priorities; strong organisational and prioritising skills; evidence of meeting targets; advanced Excel skills.


Freedom to Act

* Ability to work autonomously, coordinate with the team, adhere to best practices, and take responsibility for professional actions while delivering objectives with minimal oversight.
