Job summary


As a Lead Outcome Technology Delivery Manager, you will be accountable for the delivery of outcomes through the complex technology products and services delivered by multiple teams. You will set up your teams for success and represent the delivery of outcomes to stakeholders and suppliers, building successful relationships across and beyond the organisation. You will ensure that decisions are made through effective, efficient governance, leading to better outcomes.

As a leader in the Home Office Technology Delivery community, you'll share knowledge and experience with colleagues across the department and wider Government, building skills, advising others, and applying good practice and standards.

You will support the UK's security and prosperity through the technology outcomes that your teams deliver.

Due to business requirements this post is available on a Full Time/Flexible Working basis. Where business needs allow, some roles may be suitable for a combination of office and home-based working. Job description


The Metis Product team, part of the Home Office's Digital, Data and Technology Directorate, delivers a modern Enterprise Resource Planning (ERP) solution based on Oracle Fusion. This system streamlines business processes, supports staff with simplified applications, and enables data-driven decision-making. The success of Metis depends on strong business engagement, effective staff adoption, and the willingness to transform existing policies to embrace industry best practices.

As Lead Outcome Technology Delivery Manager, you are responsible for aligning the delivery of Metis with the strategic product roadmap. You will collaborate with Product Management, Architecture, and Service Management to ensure the seamless delivery of solutions that meet both user needs and organisational priorities. Your duties include coordinating multiple teams, managing risks and dependencies, and overseeing supplier contributions. Financial management is also central, managing budgets and tracking spend to ensure value for money.

Your role requires establishing governance and assurance mechanisms, driving continuous improvement, and fostering a culture of collaboration and accountability. You will engage with senior stakeholders across the Home Office and wider government, champion best practices, and play a visible leadership role in the delivery community.

Main Responsibilities:

* Lead delivery of technology outcomes across multiple teams within cost and time constraints, ensuring that realistic plans are maintained. Ensure regular, accurate communication with stakeholders and engagement with appropriate governance.
* Create the right environment for teams to work together towards common goals, empowering healthy and effective cross-team collaboration and joined-up delivery. Monitor the health of interactions between teams and resolve issues.
* Ensure that governance is efficient and able to make decisions, that teams understand, prepare for and engage with governance, and that actions required following governance decisions are completed.
* Ensure that risks are identified, and their impact and probability are understood. Ensure risks are mitigated, involving specialists where necessary.
* Identify and understand stakeholder groups and their needs. Develop stakeholder engagement strategies and plans and lead teams in executing them.
* Work proactively with suppliers involved in delivery, monitoring their performance and collaborating to resolve issues. Help to improve supplier management processes.


Person specification


Essential Criteria:

You'll have a demonstrable passion for delivery with the following skills or some experience in:

* Facilitating the delivery of technology products and services throughout their lifecycle, across multiple teams.
* Bringing teams together to work towards common goals, identifying and rectifying issues in the links between them.
* Ensuring that governance processes run efficiently and effectively.
* Identifying, prioritising and managing risks, issues and dependencies.
* Leading teams in understanding and communicating with technical and non-technical stakeholders, managing stakeholder expectations, resolving issues and improving relationships
* Working with suppliers, monitoring their performance, and resolving problems.
* Applying previous experience in Oracle fusion, or similar ERP systems, to drive deliveries and to identify, understand and analyse key metrics in order to improve team delivery.

Selection process details
