Description Job Title: Highways Licensing & Strategic Road Team Leader Salary: £45,624 – £52,038 per annum (pro rata if part-time) Grade: F Contract Type: Permanent Working Hours: 37 hours per week About the Department The Network Management Team in Thurrock ensures the safe and efficient operation of the highway network by coordinating and permitting roadworks to minimise disruption and improve real‑time information for residents, monitoring traffic performance to support the council’s statutory duty to keep traffic moving under the Traffic Management Act 2004, and providing data that informs reactive, routine, and structural maintenance planning across the highways service. The team also processes TTROs, TTRNs, Section 50 licences, and other statutory highway licences that regulate activities on the public highway. Within the wider organisation, Network Management forms a core part of the Highways and Transportation function, which supports congestion reduction, infrastructure planning, and wider transport strategy across Thurrock, contributing to the council’s broader objectives for managing growth, improving network performance, and coordinating major transport and infrastructure schemes. About the Role As a Highways Licensing & Strategic Road Team Leader, you will be responsible for: Managing and processing highways licensing applications for Section 50's, Scaffolding, Skips, Hoarding, Cranes etc. The co-ordination of all works on the Thurrock strategic road network. Ensure strict compliance with NRSWA (New Road & Street Works Act), the TMA (Traffic Management Act), the Highways Act and related legislation. Form close working relationships with the Network Permit Officers, the LTC Co-ordinator, Stakeholders and Network inspectors to ensure the network continues to run as smoothly as possible. This role offers the chance to make a real difference by ensuring well‑managed highway licensing, strategic coordination of roadworks, effective regulation of activities on the network, reducing disruption, improving traffic flow, and supporting Thurrock’s wider aims for a safer, more efficient, and better‑connected road network. What We’re Looking For We’re looking for someone who has: Strong knowledge of the New Roads and Street Works Act (NRSWA) to ensure proper regulation, coordination, and safe execution of street and road works, including licensing requirements and standards for works affecting the highway. A clear understanding of the Traffic Management Act (TMA) 2004, particularly the statutory duty to secure the expeditious movement of traffic and the requirement to coordinate all works on the highway network. Expertise in managing and coordinating highway permits, ensuring efficient oversight of roadworks within the strategic road network and working effectively with the existing permitting team. Detailed knowledge of highway licensing processes, including Section 50 licences and other statutory permissions required for placing or maintaining apparatus within the highway. Strong capability in coordinating multi‑agency and multi‑contractor activity, ensuring compliance, minimising disruption, and supporting safe, well‑managed delivery of works across the borough’s road network.
