About the role:
We are seeking a talented Highways Asset Manager to maximize the lifespan of our highway assets as Central Bedfordshire continues to grow and adopts future technological advances.
In this role, you will lead an asset data-driven approach to manage the development and maintenance of multi-million pound annual and long-term plans, including asset inventory data, condition data, deterioration modeling, lifecycle plans, whole-life costs, and service levels to meet national standards.
You will develop, monitor, and review our Asset Management Policies and Strategies, ensuring timely data collection and interpretation to influence decisions and support proactive performance management. The role is key in long-term planning of the authority’s highways assets, owning and developing the Highway Asset Management Framework, Strategy, Policy, Plan, and Procedures, aligned with relevant acts and regulations.
Your team will ensure that the council’s highways assets are managed effectively to meet strategic priorities and service needs. You will work with contractors to identify opportunities for quality-focused plans that reduce costs and increase efficiencies.
About you:
You will have extensive experience in the Highways and Transport sector, with knowledge of Asset Management software, industry codes of practice, and procedures. You are a commercially driven leader capable of delivering whole life asset planning. Excellent communication skills are essential for collaboration across departments, stakeholders, and contractors. You will manage, coach, and develop a technical team, providing leadership and support.
You should have proven technical experience in highway or civil engineering, with evidence of continuous professional development and relevant industry knowledge.
Qualifications:
* Diploma of Higher Education (DipHE)
* Foundation Degree
* Higher National Diploma (HND)
* Level 5 Award, Certificate, or Diploma
* Level 5 NVQ or equivalent professional qualification (e.g., AAT, Chartered Institute of Planning and Surveying)
* Ordinary Degree
* Full professional qualification or equivalent knowledge
