Middlemore are delighted to be working with the Bank of England to hire a Head of Talent, Inclusion & Leadership. We are seeking an experienced people leader who can unite Talent, Inclusion and Leadership under one bold, data-driven vision,
This is an exciting new senior leadership role which sits at the heart of the Bank’s People Strategy & Insights function, forming part of the People Directorate’s Senior Leadership Team. You will lead the Inclusion team, the Talent Acquisition and Future Talent teams, and the newly formed Organisational Capability & Effectiveness team (including Learning, Development, Performance and Leadership).
You will play a pivotal role in shaping, integrating and driving forward the Bank’s Talent, Inclusion and Leadership strategy – ensuring these disciplines work seamlessly together to build a culture of inclusion, capability and high performance in support of the Bank’s mission.
Key Responsibilities
* Strategic integration: Create a unified, insight-led approach across Talent Acquisition, Organisational Capability (L&D, Leadership, Performance) and Culture, Diversity, Equity & Inclusion.
* Capability & leadership: Embed a 3–5-year organisational capability programme that transforms leadership development and performance culture.
* Inclusion & belonging: Evolve DEI beyond compliance into a genuine, inclusion-first approach that champions belonging and diversity of thought.
* Data-driven impact: Leverage analytics and workforce insights to measure progress and influence at Executive level.
* People leadership: Lead three senior managers and their teams, fostering collaboration, accountability and professional excellence across PS&I.
About You
You are a strategic, commercially astute HR leader who brings credibility, calm and influence at Executive level. You thrive in complex, governance-heavy environments and are skilled at building alignment and driving progress through data, partnership and persuasion.
You will bring:
* Senior expertise across Talent, Inclusion, Organisational Development or L&D (with depth in at least two).
* A track record of driving and embedding strategic and cultural change at scale.
* The ability to “speak the language of the business” – pragmatic, clear and outcome-focused.
* Emotional intelligence, resilience and the confidence to navigate complexity with diplomacy.
