Position: Programme Manager, NWJCC

Following the establishment of the NHS Wales Joint Commissioning Committee (NWJCC) on 1st April 2024 and a recent organisational restructure, we are seeking a Programme Administrative Assistant to support our journey as a newly formed organisation.

The NWJCC is a joint committee of the seven health boards in Wales, with a Chair and Lay Members. We support collaborative commissioning across Wales, with around 120 staff based in Mold and Nantgarw/Treforest.

Our mission to be The Centre of Excellence for Collaborative Commissioning, improving health and care outcomes across Wales. We commission around 220 services, from NHS 111 and ambulance services to specialised rare disease services, and mental health, operating a £1.14bn budget.

In this role, you will join a supportive, inclusive team, working with NHS Wales, Welsh Government, and UK provider organisations. Main duties of the job

Lead a Project Management Office in order to support the organisation in the implementation and further development of the Joint Commissioning Committee (JCC) Foundation Plan, the Integrated Medium Term Plan (IMTP) and Transformation programme.

Act as Programme Manager for a range of JCC Commissioning Programmes and Projects, covering several Health Board areas and being led from within the New Joint Commissioning Committee.

Directly manage a range of programmes and projects which deliver against the JCCs objectives, its foundation plan, and subsequent Integrated Medium Term Plan. These are often system wide programmes of work, which require both leadership and pace, with a particular responsibility around engaging and delivering on various JCC Commissioning Programmes and projects.

Enable the Joint Commissioning Committee (JCC) and the Health Boards that it works on behalf of to meet its ambition for commissioned services for the population of Wales.

Manage a team of staff who are deployed across the organisation, ensuring consistent good quality standards and practice in both project and programme methodology.

Qualifications and Knowledge

* First Degree or equivalent, plus postgraduate qualification at Master's Level, with significant experience at senior management level.
* Thorough understanding of the role and purpose of the new organisation.
* Knowledge of WG and HB Values, behaviours, principles and standards of governance.
* Knowledge of NHS, WG and HB strategies, policies and plans including HR policies.
* Current knowledge of best practice gained through personal research.
* Demonstrate extensive knowledge of the strategic issues facing NHS Wales.
