Job Purpose

To assist the Property Services Team in the delivery of the planned capital works and PPM programmes by ensuring all procurement activities and contracts are delivered professionally to time, cost and quality requirements, promoting a positive resident experience. To provide a range of services to deliver a comprehensive service which includes providing professional advice, advisory guidance and services to stakeholders (internal and external) across all activities covered by the role. To lead on specific projects, schemes, programmes of work and activities ensuring compliance with corporate policies, statute and regulations and RICS standards. To lead on specification, procurement and delivery of allocated projects, including project management of delivery, management of contractors, monitoring and performance management. To provide a customer focused service for internal and external customers focused on excellent delivery, service improvement and maximising efficiency. To contribute to the delivery of an effective and focused property service (Housing) for the council.


Responsibilities

* Support, assist and drive procurement of works, goods and services adhering to the council's Contract Standing Orders and procurement guidelines, UK legislation and EU regulations where these apply.
* Lead on preparing specifications, procurement and delivery of capital projects, ensuring all projects have a formal brief, specifications, procurement plans and tender documents, and are robustly managed in accordance with the contract.
* Have responsibility for allocated capital project budgets, including accounting for known contract expenditure, variations, and provisional sum allocation, assisted where required by the Commercial Team.
* Monitor and manage monthly spend and financial forecasting.
* Manage projects or term contracts with an annual value of up to 10m in accordance with agreed budgets, timescales and quality criteria.
* Ensure contractors and consultants are properly briefed, report progress regularly, deliver value for money and resident satisfaction, and meet the council's objectives.
* Ensure compliance with policies and procedures and delivery standards for managing planned/reactive investment works, compliance and M&E strategy, including health and safety requirements such as the CDM Regulations, Control of Asbestos Regulations, Water Hygiene and Electrical Safety.
* Maintain adequate and appropriate records which meet internal and external legislative requirements.
* Provide regular reports on contract management activities as required, including contract effectiveness, compliance and performance.


Essential Skills

* Ability to manage and motivate a team of support staff as required according to the nature, scale and complexity of the works.
* Ability to set objectives and performance measures, monitor performance and provide guidance and support.
* Undertake performance management of staff, contractors and consultants.
* Ability to carry out site surveys to produce accurate scale plans and elevations and to survey existing buildings to identify defects.
* Ability to create and implement project plans for construction works.
* Ability to sensitively negotiate solutions to problems arising with building works.
* Communicate effectively both orally and in writing, and give presentations to committees and other parties as required.
* Write clear and concise reports, letters, briefing notes, and conduct meetings and discussions.
* Provide clear explanations of policies, give professional advice and make proficient logical decisions.
* Deliver an effective customer‑focused service and build and maintain relationships with all customer groups, including the public, elected members, other professionals and bodies.
* Use effective project management techniques for workloads and delivery of work to the required standard and corporate/project timescales, including monitoring and reporting.
* Analyse and evaluate technical plans and drawings as well as technical and specialist supporting documentation.
* Provide guidance and mentoring to other staff and contribute to teamwork and service improvement.
* Use effectively and efficiently standard office computer systems and corporate and specialist technical systems.
* Collaborate with colleagues to share or provide information as required for activities and tasks.
* Be flexible and work under own initiative.
* Demonstrate a positive, optimistic outlook and be a self‑starter who enjoys a challenge.
* Possess strong analytical and data‑collection skills with excellent attention to detail and accuracy.
* Able to demonstrate an understanding of diversity and equality requirements around service delivery.
* Deliver a high level of customer service and proactively look for ways to improve the customer experience and tailor information to meet the needs of the customer.


Educational Requirements

* A qualification in a relevant construction, contract or property related subject is desirable.
* Evidence of competence in project management.
* A good standard of general education and evidence of continued professional development is essential.
* Educated to degree level or equivalent in a relevant discipline.
* Professional membership of a relevant professional body such as RICS or CIOB.
* Project management qualification such as Prince2, or equivalent learning from experience or willingness and ability to attain project management qualifications supported by the Council (desirable).
* Commitment to continuous professional development.
