Overview
We are seeking a knowledgeable, experienced and qualified resilience professional to lead the Emergency Preparedness function for our busy hospitals. As one of the largest NHS organisations in the country we are on a journey of continuous improvement in our Emergency Preparedness, Resilience and Response arrangements.
You will be joining an established and well-regarded team, providing expertise and support to our clinical service, clinical support and corporate teams whilst ensuring our organisation wide plans and procedures meet national standards and best practice.
Working to the Chief Operating Officer and with our Leeds, WYAAT and Local Resilience Forum partners you will be an excellent communicator, organised and resilient and able to inform and influence at all levels. As a calm and considered professional you’ll also be confident in delivering training and developing exercises whilst ensuring lessons from incidents and events are captured and implemented.

Job responsibilities
The post holder will be responsible for leading on behalf of the Chief Executive the organisation’s Emergency Preparedness, Resilience and Response and Business Continuity planning and response agenda, ensuring compliance with the Civil Contingencies Act 2004 and subsequent national guidance and legislation (e.g., Health and Social Care Act 2012, NHS standard contracts, NHS England Core Standards for EPRR, NHS England Framework and NHS England Business Continuity Management Framework).
Responsibilities include ensuring Trust guidance is developed, plans remain current and regularly tested, mechanisms are in place to train operational staff at all levels, reporting progress to the Chief Executive and the Board, and maintaining robust links with other organisations to integrate plans across a multi-agency system.
The post holder will have responsibility for a training budget and line management responsibility for the Emergency Planning Officer and administrative support.
Person Specification
Experience
* Essential: Experience of working in a complex public-sector environment. Experience of multi-agency working across a range of organisations with competing priorities and needs.
Desirable
* Experience of interpreting national policy in relation to resilience and implementing strategic plans, ideally in an NHS environment.
Qualifications
* Essential: Educated to degree level or equivalent e.g. professional health service qualification. Evidence of ongoing professional development.
* Desirable: Emergency Planning qualification / training.
Skills & behaviours
* Essential: Ability to work to tight deadlines and manage competing priorities.
* Desirable: Strong interpersonal skills, ability to accept differing points of view.
