Job Details We currently have an exciting opportunity within the Education Directorate Solution Team within BTS (Business Technology Solutions) for a Systems Specialist. The successful candidate will join a motivated and creative team. BTS is responsible for the council’s information technology network and resources. BTS procures and maintains all computer hardware and software, together with the network that connects it all together and to other organisations. This includes Fife Council’s telephone systems, electronic data storage and the IT applications that support service delivery. The Education Directorate Solutions Team is part of Business Technology Solutions (BTS) and is responsible for the development, delivery and support of the Education Directorate and service specific ICT platforms and solutions and ensures effective linkages with Council-wide ICT strategic priorities and delivery. As a BTS Systems Specialist, you will collaborate with colleagues and business partners to maintain and improve effective service delivery, strive to innovative new ways of working by identifying digital opportunities and be able to maintain effective partnerships across professional, service and organisational boundaries. The ideal candidate will possess excellent interpersonal skills and be able to explain technologies and solutions to customers in plain English. They will liaise with schools and collaborate with our stakeholders to support digital strategies and ensure all stakeholders follow IT strategic management approaches and schedules. The role requires a high level of independence, as well as proficiency in documenting work and reporting to colleagues. You will lead on the diverse systems found within the team being a Solution Owner, allowing for the successful lifecycle management of solutions, from implementation to retirement. In collaboration with the business, you may be involved in the specification and design of low-medium systems, and lead on the technical delivery of IT related low-medium complexity projects/changes, adhering to appropriate design standards, methods and tools that align with agreed-upon enterprise and solution architectures. To ensure effective application, you will continuously review and monitor other system designs to select the appropriate technology, utilise resources efficiently, and integrate multiple systems and technologies. Further activities: Provide specialist business/technical guidance. Monitor systems to investigate and resolve incidents and problems, according to agreed procedures. Involvement in developing sustainable support solutions that prioritise efficiency and value based on customer needs. Evaluate current and future projects to identify opportunities for digital transformation and automation. Collaborate with colleagues to implement solutions in alignment with Service Change Plans. Collaborate with the business, partners or suppliers to clarify details of requirements specifications. Work with Strategic Platform teams to understand and fully utilise their existing capabilities, aligning with our approach to reuse where possible. Develop test plans, analyse results and interpret these for the customer. The Person You should be educated to SCQF Level 7, which includes HNC or Advanced Highers or equivalent vocational accreditation in a computing/systems or related discipline or equivalent experience. You should be an enthusiastic team player, be able to motivate others, as well as the ability to meet targets, react quickly and creatively to new challenges. Excellent oral/written communication skills, including well developed presentational skills are also essential. You will also be expected to demonstrate the following skills: A broad, general technical knowledge and an understanding of IT systems. A good understanding of Power Platforms. An awareness of the PRINCE 2 project methodology and the ITIL framework. An understanding of security requirements within your technical expertise. The ability to advocate for quality standards and provide best practice advice. Experience in following procedures, ensuring system integrity and business processes are not compromised.
