The Registered Manager will commission, set up, and lead a new 3-bed children’s home for young people aged up to 17 with complex physical needs (including those requiring specialist medical interventions). This includes leading the commissioning process, working with local authority and health commissioners, overseeing property preparation, staff recruitment, policy and procedure development, and ensuring readiness for Ofsted (and CQC, if applicable) registration.

Once operational, the Registered Manager will manage the home to provide a warm, nurturing, safe, and child-centred environment, meeting both social care and healthcare requirements, and complying with all statutory and regulatory standards.


Main Duties and Responsibilities

* Commissioning & Service Setup
o Lead commissioning and registration of a new 3-bed children’s home for young people up to age 17 with complex physical health needs, including those requiring clinical interventions.
o Ensure the home meets the requirements of both Ofsted and CQC registration, working alongside the Consultant Nurse and Head of Care to meet dual regulatory standards.
o Oversee property readiness in line with the Children’s Homes (England) Regulations 2015 and clinical safety requirements.
o Develop and implement all necessary policies, procedures, and care pathways before the home opens.
o Recruit, induct, and train a resilient, adaptable team committed to safeguarding, children’s rights, and person-centred care.
o Build strong relationships with local authority and NHS commissioners to support placements and sustainability.
* Regulatory Compliance
o Ensure ongoing compliance with:
+ Children’s Homes (England) Regulations 2015
+ Ofsted Quality Standards
+ CQC Fundamental Standards (where applicable)
o Maintain accurate records, notifications, audits, and regulatory returns.
o Embed statutory guidance including Working Together to Safeguard Children and relevant NICE guidelines.
o Develop constructive working relationships with Ofsted, the CQC, and safeguarding partners to support inspection readiness and regulatory engagement.
* Leadership and Service Management
o Lead, supervise, and develop a skilled multidisciplinary team that consistently delivers safe, effective, and person-centred care.
o Create and maintain effective rotas that reflect individual hours, and the skill mix needed to safely support complex needs.
o Ensure handovers, support plans, policies, and procedures are followed and documented clearly.
o Oversee all incidents, accidents, and concerns, ensuring timely reporting, escalation, and learning.
o Monitor staff performance and conduct, addressing issues quickly and constructively in line with policy.
o Provide regular staff supervision, appraisals, and ensure mandatory training compliance.
o Support wellbeing and resilience across the workforce, promoting open communication and recognition.
o Take part in an on-call rota to provide advice, guidance, and support outside of normal hours.
o Lead safer recruitment and ensure staff files are complete, including contracts, supervision records, training, and performance reviews.
o Promote a positive workplace culture that values integrity, professional boundaries, learning, and staff development.
o Manage budgets, payroll, rotas, invoices, and resource planning effectively.
o Ensure GDPR compliance and maintain accurate records in line with policy.
o Market the service, build networks with commissioners, and respond to new referrals efficiently.
o Promote a learning culture where staff feel confident to raise concerns, reflect on practice, and contribute to service improvement.
* Care and Health Support
o Oversee safe delivery of care to young people with complex needs, including those requiring clinical interventions and 24-hour support.
o Ensure all care plans are co-produced, regularly reviewed, and reflect individual needs, preferences, and risks.
o Ensure that new admissions are clearly communicated, planned, and safely integrated.
o Maintain robust links with health professionals and escalate gaps in care through the Clinical Lead Nurse.
o Develop positive relationships with young people and families to ensure regular feedback on care quality.
o Ensure that the Accessible Information Standard is followed, with personalised approaches to communication.
o Encourage young people to personalise their space and engage in home life.
o Provide direct support as needed and regularly monitor staff competencies and care delivery through spot checks and supervision.
o Maintain consistent communication with the Responsible Individual and Clinical Lead Nurse.
o Act as the Safeguarding Lead, ensuring all concerns are dealt with swiftly and appropriately.
o Ensure staff are trained in the use of medical equipment, emergency procedures, and medication administration.
* Safeguarding and Placement Planning
o Act as Designated Safeguarding Lead, ensuring the safety and protection of all young people at all times.
o Ensure timely reporting of safeguarding concerns and escalate serious incidents as required.
o Oversee individualised care and healthcare planning and ensure these are regularly reviewed and adjusted as needed.
o Promote the voice, rights, and choices of each young person in decision-making and planning.
o Ensure staff are trained to understand and uphold safeguarding responsibilities relevant to their role.
* Quality Assurance and Development
o Conduct regular audits, governance activities, and reviews in line with Ofsted and CQC standards.
o Lead the home to achieve at least a Good Ofsted rating and maintain full compliance with CQC requirements.
o Ensure governance systems are followed as per the quality calendar.
o Complete staff observations and competency checks to support ongoing development and safe practice.
o Promote continuous improvement and learning from incidents, complaints, audits, and service feedback.
o Support wider organisational growth, sharing best practices and contributing to new service development.
* Other Duties
o Market the home and maintain effective engagement with commissioners to ensure placement activity is well managed.
o Represent the organisation professionally and uphold its mission, values, and reputation at all times.
o Refrain from personal relationships with staff or service users on social networking platforms.
o Uphold the rights and dignity of all individuals, particularly where capacity may be impaired.
o Maintain accurate and confidential records.
o Attend required training and evidence ongoing professional development.
o Lead monthly team meetings and ensure service aims and values are communicated and understood.
o Participate in annual appraisal and ongoing performance reviews.
o Promote and maintain a safe and healthy environment for young people and staff.
o Foster effective team communication and a collaborative culture.


Performance Measures

* Minimum "Good" Ofsted rating maintained at all times
* Full CQC compliance with no enforcement action
* 95%+ staff training compliance
* Demonstrable engagement of children in care planning and service feedback
* Effective handling of incidents, complaints, and staff concerns


Special Requirements

* Flexibility to travel to meet with commissioners, regulators, and professionals as required.
* Participation in the on-call rota to support staff outside of core hours.
