About the Role
This is an exciting opportunity to join Connect Plus Services as our Senior Document Controller, taking on a pivotal role at the heart of the Asset & Network Planning Directorate. As we enter the final 15 years of this nationally significant 30‑year project, you will be part of a programme that not only offers long-term stability but also the chance to shape and strengthen the systems that support the safe and effective management of the M25.
In this role, you will play a key part in implementing governance and managing critical records that underpin the operation and maintenance of one of Europe’s busiest motorway networks. From policies and processes to highways asset data and compliance documentation, you will ensure our information is accurate, accessible, and aligned with best practice. You will also act as the first point of contact for Freedom of Information Act (FOIA) requests, coordinating responses and working with technical teams across the organisation.

What You’ll Be Doing
In this role, you will play an important part in supporting the Asset & Network Planning Directorate by ensuring our information, records and documentation are well‑structured, reliable and easy for our teams to use. You will help shape how we manage our records, bringing consistency, clarity and confidence to the way we work. This is a role where your attention to detail and enthusiasm for good governance will have a meaningful impact on how we plan, manage and care for the M25 network.
You will work closely with friendly and knowledgeable colleagues across Asset & Network Planning, Asset Delivery, Engineering Design, Routine Maintenance and Business Planning. You will also support our collaboration with Connect Plus and National Highways, helping us maintain strong, transparent, and well‑managed information flow across the wider partnership. Your key responsibilities will include:
• Records Management
1. Maintaining and organising records, including policies, processes, procedures, and data related to highways asset management.
2. Ensuring records are accurate, up‑to‑date and easily accessible.
3. Implementing and maintaining effective records management systems and procedures.
• Governance
4. Developing and enforcing records management policies and procedures.
5. Ensuring compliance with legal and regulatory requirements.
6. Conducting regular audits to make sure information is managed in line with agreed standards.
• FOIA Requests
7. Acting as the first point of contact for Freedom of Information Act (FOIA) requests.
8. Evaluating requests and drafting initial responses.
9. Working with asset managers to gather technical input and finalise responses.
• Data Integrity
10. Ensuring the integrity and confidentiality of all records.
11. Putting measures in place to protect information from unauthorised access or damage.
12. Monitoring and reporting on records management performance.
• Training and Support
13. Providing guidance, training and support to colleagues on good records management practices.
14. Helping teams understand processes and promoting a culture of accuracy, transparency and continuous improvement.

15. A Bachelor’s degree in Information Management, Library Science, or a related field.
16. Proven experience in records management, ideally within a similar or transferable industry.
17. Strong understanding of records management principles and best practices.
18. Experience using SharePoint for document and information management.
19. Knowledge of legal and regulatory requirements relating to records and data governance.
20. Excellent written and verbal communication skills, with the ability to work confidently with a wide range of colleagues.
21. A collaborative team player who can also work independently when needed.
22. Strong problem‑solving and analytical skills, with great attention to detail.
23. A full driving licence.
