Job Description
Key responsibilities for the Commissioning Specialist include:
* Lead the commissioning, procurement, and contract management of a portfolio of adult services, including services for older people, people with learning disabilities, physical disabilities, autism, and mental health needs.
* Use data, evidence, and stakeholder feedback to shape service models, assess population needs, and inform strategic planning.
* Work closely with operational teams, providers, NHS partners, and voluntary sector organisations to co-produce and co-design innovative service solutions.
* Drive quality assurance and continuous improvement through robust performance monitoring, service reviews, and contract management.
* Ensure commissioned services deliver value for money, meet statutory requirements, and align with priorities and legislative frameworks.
* Lead and contribute to market shaping activity to ensure a sustainable and responsive provider market.
* Manage budgets effectively and support the delivery of efficiency targets through service transformation.
The Successful Applicant
A successful Commissioning Specialist should have:
* Experience in a commissioning role for adult services.
* Strong understanding of social care legislation, policy drivers, and commissioning best practice.
* Experience in managing procurement processes and overseeing contracts to ensure compliance, quality, and effectiveness.
* Able to interpret complex data and translate it into strategic commissioning intentions and outcomes.
* Skilled in stakeholder engagement and partnership working, with a collaborative and co-productive approach.
* Excellent communication skills to liaise with stakeholders effectively.
