About the Role


We are looking for a Procurement Manager to join our team, with main focus on our Works and Works Related Consultancy Services. You will manage a defined portfolio of spend, developing and implementing procurement strategies to deliver best value contracts and continuous improvement solutions that contribute to the University’s Procurement Strategy.


Responsibilities

* You will work closely with stakeholders to review current supply chain solutions and implement optimum procurement arrangements – taking account of operational contexts, regulatory compliance, and applicable deadlines.
* You will support non-procurement staff in obtaining value for money through guidance and training, and champion best procurement practice across the University.
* Your Category Focus: Works and Works Related Consultancy Services
* Lead procurement activity for construction works, refurbishment projects, maintenance contracts, and works-related professional consultancy services across the University estate.
* Collaborate closely with the Estates Office and project teams to develop and deliver procurement strategies that support capital programmes and estate maintenance objectives.
* Manage tendering and contract award processes for NEC, JCT and other standard form works contracts, ensuring compliance with public sector procurement regulations.
* Appoint and manage consultancy frameworks including architects, engineers, quantity surveyors, and project managers.
* Ensure funding conditions (e.g. UKRI, HEFCE/OfS) are met and procurement is conducted with full and compliant audit trails.
* Contribute to the University’s sustainability agenda through the promotion of responsible sourcing and net zero commitments within supply chain engagement.


Qualifications

* Be educated to degree level or hold equivalent professional experience, with a good standard of numeracy and literacy.


Required Skills

* Have demonstrable experience within a procurement environment, with a proven record of delivering procurement strategies and realising savings.
* Demonstrate strong category and supply chain management knowledge across dedicated spend areas.
* Be a capable negotiator with solid contract management experience and an understanding of commercial and legal risk.
* Possess excellent communication, planning, and organisational skills with the ability to build collaborative relationships across a broad range of stakeholders.
* Be confident in data analysis, using P2P and corporate systems to support strategy formulation.
* Ideally hold full MCIPS (Level 6) or be working towards this, or hold relevant equivalent experience.
* Have a working knowledge of public sector procurement regulations (Public Contracts Regulations, Procurement Act 2023 / Procurement Regulations 2024) – desirable.
* Have experience or a keen interest in works / construction procurement, including familiarity with standard forms of contract such as NEC or JCT.
* Understand the procurement of professional consultancy services in an estates or capital projects context.
* Be familiar with the regulatory environment for public sector construction procurement, including thresholds and compliant tendering routes.


Preferred Skills

* Contribute to the Office’s training programme by disseminating procurement best practice.
