Employer Engagement Officer – Local Skills Improvement Plan
Contract: Fixed Term until March 31st, 2026

The Liverpool City Region Chamber is seeking a proactive and relationship‑driven Employer Engagement Officer to play a vital role in delivering the Local Skills Improvement Plan (LSIP). This is a key account management position, focused on building strong, productive relationships with employers and stakeholders to ensure the skills system reflects real business needs.
You will work closely with employers, training providers, academic institutions and partners across a range of industry sectors. The role offers the opportunity to make a direct impact on how local businesses access the talent and skills they need to grow.
Key Responsibilities
* Generate and secure employer appointments for deep dive interviews, contacting employers proactively and managing a forward schedule of meetings.
* Conduct structured deep dive interviews with employers, capturing detailed insights into recruitment challenges, skills shortages and future workforce needs.
* Deliver wider employer engagement activities, including 1:1 meetings, roundtables, sector sessions and presentations to business audiences.
* Support the LSIP team in designing, implementing and monitoring the business engagement plan.
* Work with the wider Chamber team to secure employer involvement in LSIP activities and campaigns.
* Maintain accurate, up‑to‑date records of business engagement using the Chamber’s CRM, ensuring purposeful communication with employers.
* Promote LSIP activity, milestones and impact through social media and wider communications channels.
* Support coordination across the LSIP and Chamber management teams to align activity, share insights and maximise opportunities for collaboration.
* Represent the Chamber and LSIP professionally at external meetings and events, acting as a strong advocate for business‑led skills development.
* Undertake additional duties as required to ensure the successful delivery of LSIP objectives and support the Chamber’s wider growth strategy.
Person Specification
Essential skills and experience
* Strong relationship‑building and account management skills, with the ability to engage confidently with employers at all levels.
* Experience in business engagement, stakeholder management, or partnership working (for example in skills, education, business support, or economic development).
* Excellent communication skills – able to listen, understand employer needs, and present ideas clearly in meetings, presentations and written formats.
* Organised and detail‑driven, with the ability to manage multiple activities, maintain accurate records, and meet deadlines.
* Confident user of CRM systems and digital tools to track engagement and support effective communication.
* A collaborative approach, able to work effectively across teams and with external partners.
* Self‑motivated and proactive, with the ability to spot opportunities and follow them through.
Desirable skills and experience
* Knowledge of the skills and training landscape, including Further Education, apprenticeships, or workforce development.
* Experience of working in or with membership organisations, chambers of commerce, or employer networks.
* Familiarity with Liverpool City Region’s business and sector landscape.
* Strong social media and communications skills to help promote engagement activity.
