Brief Description
The Eastern Region Asset Management (Buildings and Civils) organisation is accountable for the safe management of over 85,000 assets including bridges, tunnels, retaining walls, earthworks, as well as operational and station buildings.
Reporting to the Programme Manager, you will be part of a small team of project specialists leading a portfolio of improvement projects to streamline how we operate, and to drive efficiency. You will be responsible for developing and implementing business reporting processes, tools and skills within the Head of Asset Management organisation. These tools will be required to efficiently utilise data from a number of existing asset databases, commercial and financial systems, risk and planning systems to support effective performance monitoring and management of OPEX and CAPEX works.
As well as a strong background in all aspects of project management, the role will require effective communication and interpersonal skills to work with the B&C Asset Management team. The successful candidate will need to be adaptable and to have excellent leadership skills to engage stakeholders internally and externally on the journey to greater standardisation and efficient ways of working.
The role of Project Manager [Business Improvement] is a permanent, full-time opportunity. This role will be based in York but will require some travel due to the team being across York, Derby, London and Peterborough. The role will require you to be in the office a minimum of 3 days per week, aligned with Network Rail's hybrid working guidelines.
About The Role (External)
The role will initially be to manage business improvement projects as part of a wider programme of implementing quality management and greater alignment with ISO 55001. As the processes and systems are implemented, the Project Manager [Business Improvement] will be responsible for monitoring effectiveness and ongoing continuous improvement and for the delivery of further business improvement workstreams and initiatives.
Key Accountabilities:
Deliver the project(s) safely to time, cost and quality, in accordance with appropriate project lifecycle governance frameworks applicable standards and legislation Provide a professional, first class, consistent and effective project management service to the clients, including project monitoring and reporting systems in accordance with Railway Group, Network Rail company standards and guidelines. Participate in the development and procurement of external suppliers Provide detailed input for compilation of the business improvement programme, including production and management of project schedules and financial plans. Control project change, risks and contingency within the project life cycle and provide all cost, contingency and programme details to enable the budget holder to obtain authorisation for portfolios / programmes / projects. Provide a safe working environment in the execution of work directly under the post holder's responsibility, including development of project safety plans and other associated documentation Identify training needs in safety, technical and management areas to support the embedment of new business processes Comply with the Investment Competence Framework. Establish and manage collaborative cross-functional virtual teams to deliver change projects, where appropriate and engage stakeholders to ensure advocacy of proposed improvements
Essential
Degree or equivalent Relevant successful experience in project management Excellent interpersonal and communication skills Detailed knowledge of safety regulations (particularly CDM) Team leader capable of motivating the team Commercial and financial understanding and knowledge Membership of the Association for Project Management or other professional body
Desirable
Six Sigma Yellow Belt Knowledge of investment processes and procedures Knowledge and understanding of project and contract management Excellent knowledge of programme and project controls processes and systems Knowledge of the rail industry and its regulatory framework Experience of working in a commercial environment in a project management role Experience of delivering meaningful business improvement programmes/projects which have directly increased turnover or improved efficiency Experience of leading Continuous Improvement Experience of ISO55001, ISO9001 or other recognised quality management framework Chartered status in a relevant profession or working towards chartered status of a relevant professional body
