Location: Edinburgh. Attendance at other COPFS offices or business meeting locations may be requested.
Number of vacancies: 3
Time commitment: Variable, but likely to be up to 20 days per year.
Salary: Non-Executive Directors will be remunerated at a rate of £255 per day (member) and £280 per day (chairperson).
Length of appointment: We anticipate that a mixture of 2- and 3-year appointments will be made.
Start date: Throughout 2026
About the Role
The Crown Office and Procurator Fiscal Service (COPFS) is Scotland’s independent prosecution service and authority for investigating deaths.
We are recruiting three Non-Executive Directors to join our Strategic Board throughout 2026.
As a Non-Executive Director, you will provide strategic challenge, advice, and assurance to the Crown Agent and Chief Executive, and to senior leadership. You will help shape COPFS’ strategic direction, scrutinise performance and governance, and support accountability. You may also chair or sit on the Audit and Risk Committee and Risk Management Group.
COPFS operates within a complex and evolving justice system. We are addressing the pandemic-related case backlog, reforming how justice is delivered, and driving organisational change. Our internal transformation programme, Designed for Success, is reshaping our structure, governance, and management to ensure COPFS is resilient and future-ready.
You will support the implementation of new governance arrangements that enable clearer decision-making and stronger oversight of performance and service delivery. You’ll advise on the delivery of our current Strategic Plan (2023–2027) and help prepare for the next.
Who we are looking for
We are seeking individuals with proven leadership experience in complex environments—public, private, or third sector—who can offer trusted strategic insight and challenge. You will bring expertise in driving performance, transformational change and may have lived experience of the Scottish justice system.
This is a pivotal time to join COPFS. We are ambitious about improving public service and justice outcomes. As a Non-Executive Director, you will play a key role in helping us innovate, reform, and deliver justice more effectively for the people of Scotland.
