Job Description: The Transformation & Change function at Building Digital UK (BDUK) is dedicated to overseeing and managing the identification, design, and implementation of change activities across the organization. This function works in close partnership with other departments to initiate and identify potential continuous and discontinuous improvement opportunities. It maintains a prioritised pipeline of sustainable change activities, defines the standards and processes for effective change delivery management, and ensures the achievement of desired outcomes and realisation of business benefits.
As a Transformation and Change Manager, you will play a pivotal role in driving transformation initiatives across BDUK. Your responsibilities will encompass a holistic set of transformation skills, including project and programme initiation, opportunity identification, solution design, agreeing on recommendations, and securing business case approval. This role is cantered on, fostering deep functional collaboration to stimulate, motivate, and drive sustainable transformation activities from within the organisation.

Office attendance
The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40% of the time over the accounting period. Key responsibilities
* Supporting Transformation Oversight: Assist the Transformation and Change team with the oversight and management of the BDUK and functional transformation discovery portfolio.
* Partnership Development: Develop partnerships with functional teams to understand business activities and associated processes.
* Issue Identification and Analysis: Facilitate the identification of deep-rooted issues, analyse pain points and cost of failures, and evaluate opportunities for transformational change.
* Initiative Scoping: Apply knowledge and expertise to scope initiatives effectively, ensuring deliverables, time, cost, quality, plans, logs, and RAID meet functional needs.
* Case for Change Support: Support functions in compiling the Case for Change and quality-assure the inputs and rationale.
* Transition Planning: Co-develop the transition plan to implementation and support the change delivery process as appropriate.
* Change Initiative Evaluation: Filter 'front door' suggestions for change initiatives, manage initial correspondence, and evaluate proposals.
* Task Leadership: Lead discrete transformation-related tasks as required by the Transformation Discovery Lead.
Stakeholder Mapping: Input into stakeholder mapping exercises to understand stakeholders for each change activity and determine how and when they should be engaged.
* Meeting Secretariat: Act as the Secretariat for Change meetings, ensuring all actions and decisions are clearly documented and followed up.
* Capability Gap Management: Update logs of capability gaps, support interventions for each change initiative, and track progress.
* Feedback and Lessons Learned: Collate feedback on the success of transformation activities and capture lessons learned.
* Assisting Implementation Leads and Managers: Provide support to change implementation leads and managers to ensure smooth execution of change initiatives.
* Change Implementation Skills:
Change Communication: Develop and deliver effective communication plans to ensure stakeholders are informed and engaged throughout the change process.
* Training and Development: Design and implement training programs to equip employees with the necessary skills and knowledge for successful change adoption.
* Risk Management: Identify, assess, and mitigate risks associated with change initiatives to minimize disruption and ensure successful outcomes.
Essential criteria
• Knowledge of end-to-end transformation discovery life cycles - From project / programme initiation to recommendations & business case sign-off, including transition to implementation and supporting change delivery
• The 'know-how' to contextualise business challenges through collaborative functional partnering
• An innovative & forward-thinking mindset to shape the direction of recommendations
• The skills and confidence to influence broader stakeholder groups to reach consensus & decision-making
• Fact-finding, business analysis and interpretation skills
• Practical understanding of change management theory, tools and approaches
• The ability to work effectively with third party contractors & consultants as 'One Team' to drive and support change delivery
• Good verbal and written communication skills
• Stakeholder management skills
• The ability to plan & facilitate workshops both on site & remotely, including the production of associated collateral
• Strong organisational skills with the ability to work & prioritise optimally under pressure.
Desirable criteria
Change and/or Project Management Qualifications:
APMP, MSP, Agile or other relevant QualificationsApplications will be sifted on behavioural statements, CV, and personal statement.

A reserve list may be held for a period of 12 months from which further appointments can be made.
The expectation within BDUK is that staff will normally remain in post for a minimum of 12 months for band EO, 18 months for band HEO/SEO and 24 months for band G6/G7/SCS and will not apply for BDUK roles on level transfer during that time.

Location
This role can be based in London by exception, or Manchester. The hub locations are displayed on the job advert. Not all hub locations yet have confirmed office space - successful applicants will be expected to work remotely until this becomes available.
Existing BDUK and DCMS staff who are currently based in London and are successful in gaining this role will be able to remain working from the London base.
