About the Role

As part of our continued growth, were looking for an experienced Pre Construction Senior Quantity Surveyor t o join our Building Division in Livingston.
This is a senior commercial role offering significant influence at the earliest stages of large and complex building projects. You will provide strategic commercial leadership across pre construction activities, working closely with clients, designers and internal stakeholders to shape winning solutions from concept through to contract award. You will also play a key role in mentoring and developing the wider commercial team.
As a Pre Construction Senior Quantity Surveyor, you will:
Take full commercial ownership of pre construction activities across multiple or complex projects
Lead the development of robust cost plans, estimates and budgets from concept through tender stage
Provide strategic cost advice, value engineering and commercial risk management to clients and project teams
Lead procurement strategy, tendering activity and contractor selection processes
Prepare, review and negotiate tender documentation, contracts and commercial terms
Monitor, challenge and report on pre construction financial performance and risk exposure
Ensure full compliance with all relevant regulations, standards and company governance
Act as a senior commercial interface with clients, consultants, contractors and internal stakeholders
Provide leadership, mentoring and technical guidance to junior and intermediate quantity surveyors
Collaborate closely with senior project and operational management to align commercial strategy with project objectives
Undertake site visits and contribute to bid strategy and project reviews as required
Essential Requirements
Were keen to hear from candidates who can demonstrate:
1015 years post qualification experience as a Quantity Surveyor, with extensive pre construction expertise
A strong background delivering complex projects across both private and public sector building programmes
Highly developed commercial acumen, with the ability to influence strategy and commercial outcomes
Proven leadership in procurement, contract strategy and commercial risk management
In depth expertise in cost planning, estimating and financial governance at pre construction stage
Strong working knowledge of construction regulations, codes of practice and delivery methodologies
A proven ability to build and maintain senior level client and stakeholder relationships
Excellent negotiation, communication and influencing skills
Strong planning, organisational and decision making capabilities
Confidence working under pressure, managing competing priorities and tight bid timelines
Strong IT capability, particularly Microsoft Excel and Word
Desirable Criteria
The following would be advantageous but not essential:
Experience dealing with two-stage tenders
Chartered status with RICS (or equivalent professional body)
Experience leading pre construction activity on large scale, complex or high value building projects
Exposure to modern methods of construction (MMC) and alternative procurement routes
Experience working with commercial and estimating systems (e.g. COINS, Causeway, or similar)
Demonstrable experience developing, mentoring and leading commercial teams
A proactive, solutions focused approach to value engineering, innovation and cost optimisation
