About The Role
You will be a people person, a strong communicator who can easily build an effective working relationship with multiple stakeholders including Programme, project and Procurement Managers, finance leads, delivery teams, Heads of Service, consultants and contractors. You will need to advise them on best practice and to follow the Council and Procurement strategies, guidance and standing orders to enable them to deliver compliant, value for money efficient solutions. You will support them in contract award procedures and contract management. This is a new role following a completed restructure and creation of a new function, offering the opportunity to help develop and shape how the function delivers. The role is crucial in programme and project delivery to ensure compliance with public contracting requirements and industry best practice.
Key Responsibilities
* A portfolio of 2-3 Capital Delivery Programmes (currently 7) each led by a Programme Manager.
* Point of contact between contractors, consultants and the delivery team.
* Develop pipelines and procurement plans with Programme and Project Managers.
* Highlight commercial and procurement risks with project managers attached to Capital Delivery Programmes.
* Create and maintain project and contract records on the procurement portal.
* Support and administer NEC professional service, construction contracts and task orders through the Councils chosen contract management system.
* Monitor contract performance and support programme and project managers to achieve best outcomes within the scope of the contract.
* Support cost estimate reviews and applications for payment to agreed milestones/project delivery phases, keeping the finance lead informed.
* Support development and delivery of training sessions and knowledge sharing for commercial, procurement and contract management disciplines.
About You
There is no line management responsibility attached to this role; you should be experienced in a matrix-managed environment and be comfortable working independently to meet tight deadlines. Exposure to procurement systems and contract management systems, as well as a good understanding of various contract models, pricing options and risk management (including NEC, JCT, Z clauses and X clauses) is required.
