We are seeking an Assistant Possession Planner for a short-term contract (initially 2 months) based in South Wales.
AREAS OF RESPONSIBILITY / TASKS
1. Produce project Safe System of Work Packs on time and within budget.
2. Promote an authentic zero accident/incident safety culture.
3. Plan safe systems of work for nominated projects, applying appropriate safety and performance measures within required timescales.
4. Maintain accurate records of SSOW plans.
5. Ensure plans comply with operational standards, rules, and procedures.
6. Identify risks/hazards on-site to produce robust SSOW plans.
7. Book track access through Network Rail’s Green Zone Access process as needed.
8. Confirm bookings for protection staff and equipment within timescales.
9. Conduct risk assessments before issuing SSOW plans.
10. Assist in resolving track access conflicts to deliver work plans while minimizing commercial risks.
11. Identify and mitigate risks related to work on or near the line.
12. Deliver safe and efficient engineering access, maximizing access opportunities.
13. Develop effective relationships with existing teams, delivery partners, and stakeholders.
14. Support the Head of Infrastructure Access with business requirements.
15. Maintain and hold necessary licenses for activities undertaken.
EDUCATIONAL REQUIREMENTS
Relevant track competencies such as Safe System of Work Planner, COSS, IWA, PTS.
Knowledge & Experience:
* Minimum 2 years railway operations experience.
* Strong communication skills, both oral and written.
* Proficient in MS Office and other IT tools.
* Experience as a COSS.
* Technical competence demonstrated through an SSOW planner license.
* Thorough knowledge of the rule book, standards, and documentation related to possessions, SSOW planning, and electrical isolations.
* Understanding of railway operating rules, signalling regulations, and group standards.
* Excellent knowledge of SSOW planning tools (Green Zone Planner, Sectional Appendix, etc.).
* Understanding operational roles affecting engineering access.
* Commercial awareness and change management skills.
* Hold a full UK driving license.
Health, Safety & Environmental Responsibilities:
* Lead and promote a strong H&S culture.
* Set an example through actions and activities.
* Establish H&S and environmental targets using HSE tools and the BMS system.
* Ensure staff are competent and capable of their tasks.
* Implement SMO UKI BMS procedures for compliance.
* Communicate and gather feedback on H&S and environmental issues.
* Take disciplinary action for breaches following the just culture process.
* Investigate incidents to find root causes and report findings.
* Ensure availability and proper use of H&S equipment.
* Conduct H&S inspections and address deficiencies.
* Stop work if unsafe conditions are identified and report to the Project Manager.
* Follow business procedures for work control and management.
* Understand and mitigate risks associated with activities.
* Be prepared to manage emergency situations.
* Participate in resolving safety issues and maintain competence in H&S management.
