Overview
Working closely with the Property Director and the two regional Deputy Directors to shape and lead the delivery of property services. The post holder will manage GPA's Strategic Property Partnership contract to ensure delivery of all services to required standards and KPIs, foster a "one team" ethos to improve satisfaction across GPA's clients, and drive a more commercial approach. This role will also advance the organisation's Portfolio plans to provide a clear road map for delivery across GPA locations. The post holder will build and maintain strong relationships with relevant private and public players in the property sector and lead the use of data to generate insights and inform planning for a smaller, better, greener portfolio.
Responsibilities
* Lead the strategic oversight of the national property portfolio, ensuring alignment with organisational objectives, optimising asset use, and supporting workplace transformation and space optimisation.
* Oversee supplier performance, ensuring delivery to agreed standards, effective contract management, and resolution of complex issues.
* Develop and maintain effective relationships with senior stakeholders, including Ministers, departmental clients, and strategic partners.
* Oversee preparation for Spending Reviews on behalf of the Property team, working with finance colleagues to secure funding and demonstrate the affordability and benefits of business cases.
* Maintain clear oversight of budgets, expenditure, and cost assurance across programmes and projects.
* Provide strategic leadership for the management of freehold and leasehold assets across the portfolio, ensuring properties are safe, compliant, and fit for purpose.
* Lead the strategic planning and execution of asset transfers, disposals, and acquisitions, working closely with legal, commercial, and property teams.
* Define and monitor key performance indicators across portfolio delivery, including programme milestones, financial performance, and benefits realisation.
* Act as a senior point of contact for client departments and agencies, understanding their requirements and aligning portfolio activity to meet shared objectives.
* Provide visible, inclusive leadership to multidisciplinary teams, fostering a high-performance culture and developing capability.
* Contribute to the wider leadership of the Property Directorate and the organisation, shaping strategy and driving transformation.

* Embed environmental, social, and governance (ESG) priorities into portfolio strategy and operations, ensuring compliance with sustainability policies and Net Zero commitments.
Key Responsibilities
* Manage the relationship with GPA's Strategic Property Partner including the DEFRA contract for mutual benefit over the long term.
* Lead the development and delivery of Spending Review submissions for the property team, ensuring funding requirements are evidenced, prioritised, and aligned with wider departmental objectives.
* Act as the principal liaison with the Finance team, ensuring robust operational and audit processes are in place to maintain compliance and financial integrity within the property portfolio.
* Guide the production of the annual Strategic Asset Management Plans for the Government Office and Logistics Portfolio.
* Provide strategic leadership in managing void properties, driving performance improvements and optimising the use of assets across the organisation.
* Oversee the implementation of document management policies, ensuring timely and accurate processing of occupational documents to support effective billing and financial controls.
