Community Resilience Officer - Public Sector

Location: Lough Neagh Discovery Centre

Salary: SO1 £36,363, £18.84 per hour

Hours: 37 hours per week

Contract: Temporary contract until 30 June 2026, may be extended subject to funding

The post holder will be responsible for delivering Community Resilience activities in line with the overall objectives of the Regional Community Resilience Group. The objective will be empowering communities across specific areas in Northern Ireland to become more resilient in the face of flooding and other risks. They will be required to develop societal resilience in accordance with the National Consortium for Societal Resilience (NCSR) principles and will need to be able to demonstrate an ability to work with all relevant stakeholders across community, voluntary and statutory sectors.

Key Responsibilities

1. Develop and implement the Regional Community Resilience Group's Community Resilience Programme through identifying and assisting 'at risk communities' to develop resilience and recovery plans.
2. Engage with "at risk communities" across Northern Ireland through collaboration with relevant agencies across the statutory, community and voluntary sectors.
3. Liaise with relevant councils to identify existing groups and networks that can assist the overarching aim of the project.
4. Understand and map the diversity and extent of local community resilience activities and needs to provide an accurate picture of existing activity and future needs during potential future shocks and stresses.
5. Establish links with existing and potentially new community resilience groups.
6. Facilitate communities to identify key risks for their communities.
7. Strengthen the preparedness of community groups, with a focus on both urban and rural areas, to mitigate localised risks by co-designing, developing and implementing Community Resilience Plans.
8. Offer skill-building workshops to residents over the course of the project enabling them to contribute actively to community resilience efforts.
9. Establish a community resilience network with active participation from local organisations, fostering collaboration and resource-sharing.

Essential Criteria

1. A third level qualification (i.e. HNC/HND, Level 4, Degree) in line with the Qualifications and Credit Framework (QCF) in any discipline
2. One year's experience in all of the following:
1. Managing projects;
2. Partnership working with other organisations in the public and private sector.
3. Excellent verbal and written communication skills;
4. Collaborative team-working approach and the ability to Interview support and work constructively with others;
5. Excellent organisation and project management skills and ability to plan and manage priorities to ensure deadlines are met and objectives achieved;
6. Problem-solving and decision making/ability to analyse complex issues and be capable of developing and implementing a range of practical risk-based solutions;
7. Outcomes-focused;
8. High level of technical competence in dealing with complex issues;
9. Flexible approach.
