An exciting opportunity has arisen for a Senior Finance Business Partner to lead a team supporting finance advice and support to the Trust’s operational and corporate services. The Trust employs over 4,400 staff and has a budget of circa £330m.
The Senior Finance Business Partner will work collaboratively with the Head of Financial Management and Business Partnering ensuring proactive financial management and financial control across Welsh Ambulance Service University NHS Trust, ensuring robust financial decisions and advising budget holders to promote the effective utilisation of financial resources to achieve value for money whilst meeting the aims and objectives of the Trust.
We are looking for a CCAB qualified accountant with preferable NHS experience and you will be confident in preparing and delivering reports to the Trust’s budget managers and would provide financial leadership to a range of operational / corporate areas.
Main duties of the job
The Senior Finance Business Partner will provide guidance on highly complex and often sensitive financial and business issues, including advising on budget discrepancies to Directors, Managers and Management Teams.
Contribute to the production of the monthly management reporting process, including the provision of timely and accurate supporting information to assist / enable the Director and Budget Holders to remain in financial balance. This will involve providing sound financial advice and financial monitoring arrangements to a range of budget holders and senior managers.
Support managers to implement service changes, providing advice and guidance to ensure that the financial aspects of agreed plans are adhered to and changes remain within the agreed financial envelope.
To monitor, on a monthly basis, progress towards achieving the efficiency proposals outlined in the Resource Plan. To pro-actively assist in managing the achievement of the Cost Improvement Programme target, by driving the agenda forward with budget-holders.
Provide full line management of Finance Business Partners and supporting staff.
Is responsible for developing and delivering training for Finance staff as required, along with providing training to non-finance managers across the Trust.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Detailed job description and main responsibilities
The Senior Finance Business Partner will have an understanding of the service aims and objectives of the services they support. The role will require an understanding of modern practices and best value models.
Post holder will be responsible for managing the financial position for areas covered, investigating and advising on issues; providing Management and Corporate reports; and providing financial and business planning advice.
The post holder will be required to maintain up-to-date knowledge of national and NHS financial legislation, interpreting as necessary to inform own actions and decisions, whilst supporting senior managers and budget holders in its practical application.
Deputise for the Head of Financial Management and Business Partnering as necessary.

Qualifications and/or Knowledge
Essential criteria
* Educated to Masters Level in a professionally related subject or equivalent level of practical experience within a senior financial/accounting position.
* Specialist knowledge of financial/accounting procedures including knowledge of financial aspects of NHS legislation and NHS finance policies.
* Qualified Accountant with CCAB membership.
* Management qualification (e.g. ILM) or experience of staff management.
* Evidence of Continuing Professional Development.
Experience
Essential criteria
* Experience of working within a financial environment at management level.
* Experience of working with and advising non-financial managers and budget holders.
* Experience of using Oracle Financials (or equiveleant), Qlikview and Business Intelligence Tools.
* Experience utilising a financial ledger system.
Desirable criteria
* Experience of working in the NHS.
* Management accounting experience.
* Experience of providing financial training to non-finance managers.
