Job Purpose
The HR Business Partner plays a pivotal role in ensuring that the people function within Constantia Healthcare Group operates with strength, integrity and consistency. Working closely with the Chief People Officer and operational leadership teams, the post holder will support the delivery of a people strategy that enables our teams to deliver safe, compassionate and high-quality care.
This role sits at the heart of workforce governance, culture and operational support. The HR Business Partner will ensure that the organisation’s HR infrastructure is robust, compliant and well-managed, while also providing trusted support and guidance to managers across the organisation.
The post holder will champion a workplace culture where people feel respected, supported and accountable, where staff engagement is strong, and where organisational values are embedded in everyday practice. Through strong oversight of workforce systems, safe recruitment practices, people data and HR procedures, the HR Business Partner will ensure that the HR function remains safe, well governed and responsive to emerging workforce needs.
About The Role
Key Responsibilities
Strategic HR Partnership
Work in partnership with the Chief People Officer to support the implementation and delivery of the organisation’s people strategy across all services.
Act as a trusted advisor to Home Operations Managers and senior leaders, providing professional HR guidance that supports confident, fair and consistent people management.
Support leaders to develop strong, respectful and well-led teams where staff feel empowered, accountable and connected to the values of the organisation.
Provide insight into workforce trends and organisational risks, ensuring that people-related issues are identified early and addressed constructively.

HR Systems and Workforce Insight
Lead the effective oversight and operational use of the organisation’s HR information system, Sona, ensuring that workforce data is accurate, up to date and used consistently across the organisation.
Ensure employee records, workforce documentation and people data are maintained to a high standard and reflect organisational and regulatory expectations.
Monitor workforce data and trends including absence, turnover, disciplinary activity and recruitment patterns, identifying areas of risk or opportunity and supporting proactive organisational responses.
Support the Chief People Officer with workforce reporting and organisational insight where required.

Safe Recruitment and Workforce Governance
Lead the central oversight of recruitment across Constantia Healthcare Group, ensuring that all recruitment activity is conducted in line with robust safe recruitment standards.
Ensure that recruitment processes are managed centrally and completed consistently across services, supporting the organisation to attract and appoint high-quality staff.
Verify that all pre-employment checks are completed thoroughly and in accordance with regulatory expectations, including right to work checks, DBS clearance, references and other required documentation.
Provide quality assurance across recruitment processes to ensure that practices remain safe, structured and fully compliant.

Employee Relations and HR Casework
Provide professional guidance and support to Home Operations Managers and senior leaders on employee relations matters including disciplinary procedures, grievances, absence management and performance management.
Support and lead complex HR processes where required, ensuring that all procedures are managed fairly, consistently and in line with employment legislation and organisational policy.
Provide administrative support in high-level HR procedures where required, ensuring documentation is accurate, complete and well governed.
Support managers to address workforce matters confidently and constructively, strengthening leadership capability across the organisation.

Policy Governance and Documentation Management
Support the ongoing review and development of HR policies and procedures to ensure they remain current, compliant and reflective of organisational practice.
Ensure that the correct versions of policies and procedures are maintained, distributed and accessible across the organisation.
Maintain oversight of the organisation’s HR documentation systems, ensuring that shared drives and workforce records are well organised, accurate and appropriately managed.
Quality control the organisation’s Z Drive in relation to people information, ensuring that documentation is clear, current and properly governed.

Workforce Administration and Contract Management
Oversee the issuing, management and accuracy of employee contracts and employment documentation across the organisation.
Ensure that all contractual documentation reflects current employment terms, organisational policies and regulatory requirements.
Maintain oversight of annual leave processes across the organisation, ensuring leave is monitored and managed in accordance with organisational policy and operational requirements.
Support services in maintaining appropriate workforce planning through effective management of leave, staffing capacity and workforce stability.

Wellbeing, Attendance and Occupational Health
Support the development and delivery of employee wellbeing initiatives across Constantia Healthcare Group.
Coordinate and oversee the organisation’s occupational health processes where required, ensuring staff receive appropriate support and guidance.
Monitor workforce attendance trends and support managers in managing absence effectively in line with organisational policy.
Promote a healthy and supportive working environment where staff wellbeing is recognised as an essential part of delivering high-quality care.

HR Governance and Organisational Assurance
Ensure that the HR function operates in a structured, safe and well-governed manner across the organisation.
Monitor HR activity and workforce processes to ensure compliance with employment law, organisational policy and regulatory expectations.
Support the management and oversight of the organisation’s Employer’s Liability Insurance requirements within the HR function, ensuring that workforce records and reporting processes meet insurance obligations.
Identify trends, risks and emerging workforce issues quickly, ensuring that appropriate action is taken to support organisational stability.
Ensure that HR processes remain robust, transparent and consistently applied across all services.

Workforce systems will be well maintained, with accurate people data enabling meaningful workforce insight and informed decision-making.
Absence levels will be effectively monitored and managed in line with organisational policy, supporting strong attendance and workforce stability across services.
Annual leave processes will be managed proactively to support both employee wellbeing and operational continuity.
Managers will feel confident and supported when addressing people matters, with HR guidance that is clear, fair and solutions-focused.

Person Specification
Qualifications
CIPD Level 3 or above in Human Resource Management is desirable.
Applications are also welcomed from candidates who are qualified through significant professional experience, particularly within HR roles in health and social care environments.

Knowledge and Experience
Experience working within a HR Business Partner, Senior HR Advisor or equivalent role.
Strong understanding of UK employment law and HR best practice.
Experience managing complex employee relations matters.
Experience supporting managers within operational service environments.
Experience working within health or social care settings is highly desirable.
Experience working with HR systems and workforce data.
Experience supporting safe recruitment processes within regulated services.
