Job Description

Job Title: Delivery Manager

Role Purpose:

The Delivery Manager will be responsible forleading the end-to-end delivery of a complex, user-centred digital servicethrough Agile practices. The role demands close coordination acrossmultidisciplinary teams, facilitation of delivery ceremonies, proactive riskand issue management, and continuous alignment with service quality,accessibility, and stakeholder expectations.


Requirements

Key Responsibilities

1. Agile Delivery Leadership

* Facilitate Agile ceremonies including sprintplanning, daily stand-ups, retrospectives, backlog refinement, andreviews.
* Coordinate across Discovery and Delivery tracks toensure research insights are fed into iterative development.
* Monitor team velocity, remove blockers, and ensurework is delivered in line with sprint goals and the wider roadmap.
* Work with Product and Technical Leads to ensure thebacklog is prioritised based on user needs, technical feasibility, andstrategic value.

2. Risk and Issue Management

* Maintain a proactive RAID (Risks, Assumptions,Issues, Dependencies) log and implement mitigation strategies.
* Identify and resolve delivery impediments early byworking across business, technical, and policy teams.
* Escalate critical delivery risks in a timely andstructured manner to governance or leadership as needed.

3. Stakeholder Coordinationand Communication

* Maintain strong lines of communication withinternal stakeholders and delivery partners to ensure transparency andshared understanding.
* Coordinate regular sprint demos, progress reports,and delivery dashboards.
* Ensure alignment between roadmap milestones andstakeholder expectations, adapting delivery plans where needed.

4. Continuous Delivery andOperational Readiness

* Oversee the team’s use of tooling (e.g. Jira, AzureDevOps, Confluence) to ensure consistent workflow visibility andtraceability.
* Support quality assurance efforts includingfunctional, accessibility, performance, and security testing.
* Coordinate with DevOps or platform engineers toensure environments, deployments, and release management are effectivelyhandled.

5. Team Enablement and AgileCulture

* Foster a culture of continuous improvement,psychological safety, and shared ownership within the delivery team.
* Promote inclusive practices across all deliveryactivities, ensuring accessibility and user-centred design principles aremaintained.
* Support the onboarding of new team members andcross-functional knowledge sharing.

Essential Skills andExperience

* Proven track record of managing the delivery ofdigital products or services using Agile methodologies.
* Experience coordinating cross-functional teamscomprising user researchers, service designers, UI/UX designers,developers, QA testers, and data engineers.
* Strong working knowledge of Agile frameworks suchas Scrum, Kanban, or SAFe.
* Demonstrated ability to manage concurrentworkstreams and deliver to fixed milestones under public or regulatedsector governance.
* Excellent communication, facilitation, andstakeholder engagement skills across technical and non-technical domains.
* Proficiency in using delivery tooling (e.g. Jira,Trello, Azure Boards, Miro, Confluence) for backlog and sprint management.

Desirable Skills andExperience

* Experience delivering services involving healthdata, regulatory compliance, or B2B/B2G data exchange workflows.
* Familiarity with accessibility standards (e.g. WCAG2.2 AA) and inclusive design practices.
* Exposure to delivering services integrated withAPIs, identity/authentication systems, and secure cloud infrastructure.
* Knowledge of product information management,metadata enrichment, or data validation workflows is beneficial.

Certifications (Desirable)

* Microsoft Azure Fundamentals (AZ-900) or highercertification
* ITIL, Prince2 Agile, or similar project and servicemanagement certifications are advantageous
