Engineering Design Services (EDS) is Warwickshire County Council’s service delivery team for civil engineering projects. EDS provides:
1. project delivery advice.
2. project and programme management services.
3. engineering feasibility and detailed design services.
4. technical review services (leading to highway authority technical approval of third-party design proposals).
5. NEC contract procurement services and NEC contract administration and construction supervision services for highways, bridges (and other structures) and traffic control projects. EDS also provides a specialist bridge maintenance and traffic control systems maintenance services, the latter involving urban traffic management and control (UTMC) features.
The Role
EDS Highways Special Projects leads on the highway design and technical review element of major projects designed in-house and technical approval of third-party design proposals. The Team Manager for Special Projects will be responsible for a varying workload which will support the peaks in demand for other Sections. This may include a series of significant major infrastructure projects designed in-house and a tranche of construction projects being delivered on behalf of developers.
We are looking for a confident, experienced civil engineer, with a wealth of highways technical knowledge, NEC contract administration and strong leadership capabilities to perform a senior role within the EDS Highways Special Projects section. The postholder will manage a team of engineers and/or technicians with varying degrees of experience and ability. The workload will be diverse and challenging, and the results will be rewarding.
We need a Team Manager who can:
6. lead, empower and develop a highway engineering team to realise its full potential.
7. build good relationships, engage with colleagues and stakeholders, and communicate effectively.
8. solve complex technical and logistical problems, and also problems which stem from a clash of opinions or objectives.
9. manage project delivery in terms of budget and programme control.
10. adhere to quality-controlled processes, maintain important records and act in a well-organised manner.
11. manage the conflicting priorities and demands associated with local authority infrastructure delivery and remain composed in difficult circumstances, exercise sound judgement and make critical decisions.
