Job Summary
We are looking for a dynamic and experienced individual to join our busy Group Practice.
Provide leadership and managementof the staff and the business to enable the practice to meet the mutuallyagreed aims and objectives of the Partners, within a profitable, efficient, safe,and effective working environment.
Main duties of the job
* Keep abreast of current affairs and identify potential opportunities and threats
* Contribute to practice strategy; formulate objectives, research and develop ideas for future practice development
* Monitor and evaluate performance of the practice team against objectives; identify and manage change
* Develop and maintain effective communication both within the practice and relevant outside agencies
* Independently and collaboratively project manage new and developing service change within the practices/primary care network (PCN)
* Ensure the practice meets CQC standards

Job responsibilities
Finance
* Responsible for the finances ofthe practice
* Ensure the organisationalrequirements of the practice contracts with NHSE are fully met and compliedwith
* Support the Partners to developand implement processes to achieve clinical targets of QOF, PCN DESrequirements and enhanced services
* Directly contribute to profitimprovement by exploring areas for increasing income and reducing costs.
* Develop and control practicebudgets and financial systems
* Prepare financial budgets andcash-flow forecasts
* Liaise with the accountant, bank,and business insurance companies as appropriate or as directed by the Partners
* Oversee the administration of theNHS Pension and Stakeholder Pension Schemes
* Liaise with the ICB and paymentagencies regarding queries with payments relating to the contract, e.g.enhanced services
* Manage the Partners drawings inconsultation with the accountant
Strategic Planning
* Working with the Partners to:
* Keep abreast of current affairsand identify potential opportunities and threats
* Assess and evaluate accommodationrequirements and manage development and expansion opportunities if appropriate
* Implement and update the PracticeDevelopment Plan, overseeing the implementation of the aims and objectives
* Assist the practice in the widercommunity and with forging links with other local practices, education bodies,the LMC and relevant agencies and in particular working collaboratively withinthe PCN
* Formulate objectives and researchand develop ideas for future practice development.
* Represent the practice at PCN,federation and ICB meetings
* Make recommendations to thePartners for practice development about enhancing patient services andpotential sources of income
* Lead and coordinate projectswithin the practice
Human Resources
* Overall responsibility for allaspects of HR
* Recruitment and selection ofstaff working, including contracts of employment and job descriptions.
* Employment Law compliance for thedisciplinary and dismissal process and after discussion with the partners takeany legal advice necessary.
* Awareness of current employmentlegislation
* Development and maintenance ofgood employee/employer relationships
* Ensuring that members of theexisting staff team are aware of any changes that occur in the practice.
* To maintain good communication atall times with the practice team
* To oversee rotas which allow goodstaff cover at all times as well as giving the flexibility required at shortnotice to cover for illness, etc.
* Workforce planning to ensure agood skill mix with staff having the appropriate level of training to enablethem to conduct their individual roles and responsibilities effectively
* To implement pay rises/scales andincrements at the appropriate time, as agreed by the Partners.
* Responsibility / Oversight forappropriate paperwork for doctors/staff DBS (Disclosure and Barring Service)checks
* To meet with PCN and attachedstaff as and when necessary and arrange/attend regular meetings with partnersto discuss all issues around patient care.
* To ensure that suitablefacilities are available to enable all staff to work within the practice.
* Be responsible for the health andsafety policy and its implementation.
* Facilitate the development of amulti-disciplinary effective primary health care team.
Information Technology
* Ensure the update of appropriateinformation governance systems.
* Ensure all Practice IT andtelephone systems are functioning effectively.
* Ensure the IG and DSP toolkitrequirements are met.
* Keep abreast of new technologyand ensure existing IT is used to its full potential.
* Oversee the Practice websiteensuring it is up-to date
* Ensure that the Practice complieswith NHS contractual obligations in relation to patient care.
* Maintain registration policiesand monitor patient turnover and capitation.
* Oversee and manage effectiveappointment systems.
* Routinely monitor and assess practice performance againstpatient access and demand targets.
Premises and Equipment
* Manage all aspects of the related practice premises.
* Represent the practice to negotiate leasing contracts andtheir renewals.
* Liaise with NHSE in notional rent review and challenge ifappropriate.
* Be responsible for planning and premises expansion projects.
CQC/Compliance
* Oversee and maintain compliance with CQC regulations andensure that the practice meets the essential standards and is inspection ready.
* Ensure the practice maintains compliance with its NHSEcontractual obligations.

Qualifications
* Experience of managing a multi-professional team
Experience
* Experience of performance management including appraisals, staff development and disciplinary procedures
* Experience of successfully developing and implementing projects
* Experience of HR processes, workforce planning and development
* Financial management experience and knowledge of accounting
* Experience of working with members of the public
* Proficiency in Microsoft packages, including Excel, outlook, and word
* NHS/primary care general practice experience
* Experience of EMIS and other 3rd party IT systems used by the Practice
* Experience of PCN's and how they work
