About you
We are seeking an experienced engineer to join our Engineering Team, delivering the City Council's Asset Inspection and Maintenance programme across a range of Public Realm assets.
You will have previous experience of working within the construction sector, and will ideally have some experience of asset inspection, project management and working with engineering contractors. You will be able to manage your own workload to deliver engineering projects, and will have good interpersonal and communications skills to work with other team members and service areas to specify, plan and manage works. You will have a keen eye for detail, and be able to produce technical reports and briefs, specifications and drawings suitable for tenders.
About the role
This is a fixed-term contract due to end 30/04/2028.
The role is split between routine asset inspections and delivery of smaller scale asset maintenance projects.
Working with our asset inspector, you will be overseeing the Engineering team's routine asset inspection programme, which covers visual inspections of publicly accessible built assets across City Council land ownership. You will manage and monitor the asset inspection programme, ensuring a consistent approach to the assessment and recording of risk from these assets in line with relevant industry standards. You will be responsible for creating and modifying inspection routes and planning inspections, including the production and review of risk assessments and arranging access with landowners / operators where necessary. You will produce periodic asset condition reports, reporting to the Engineering Manager and other service managers on asset condition, recommending monitoring surveys and remedial works.
Part of your time will be spent carrying out visual inspections of assets across the city, assessing risk, recording and photographing all defects which might pose a risk to the safety of the structure and users of public spaces around these structures. You may also from time-to-time be supporting colleagues in the engineering team with data gathering such as measurement surveys, topographical surveys or monitoring surveys.
You will be responsible for overseeing the delivery of asset maintenance works, to maintain a safe and enjoyable public realm for the people of Exeter and to safeguard the long-term future of the City Council’s engineered assets. You will be responsible for managing the whole project, from scoping through to handover for operation. With the support of the wider engineering team and you will produce project scopes and specifications, procure suppliers for design and construction, review RAMS, supervise works and sign-off of completed works.
About the team
You will report to the Engineering and Assets Manager and will be working as part of the City Council’s Engineering team, whose main roles are to maintain non-highways street infrastructure and watercourses, to inspect and advise on the condition of the city’s engineered assets, and to plan and deliver new-build, maintenance and refurbishment works on these assets. The existing team has a wealth of experience in the delivery of public sector works across the city, and this knowledge will be used to support you in the delivery of capital projects.
You will also be working closely with other Council teams, including the Parks & Green Spaces, Canal & Waterways Teams and Car Parks teams to deliver projects affecting their assets and delivering outcomes to support their service delivery. You will be supported in the delivery of projects by the City Council’s procurement and finance teams.
