Procurement & Contracts Manager - Northern Ireland Fire and Rescue Service - Lisburn
An excellent opportunity has arisen to join the Northern Ireland Fire and Rescue Service as a Procurement & Contracts Manager based in Lisburn. This key role will lead on the delivery of effective procurement and contract management activities, ensuring value for money, compliance with public sector regulations, and the successful management of contracts that support critical operational services. Working closely with internal stakeholders and external suppliers, you will play a vital role in supporting organisational objectives through robust governance, commercial oversight, and continuous improvement.
About the role:
1. £22.66 per hour
2. 36.25 hours per week
3. NIFRS HQ, Lisburn
4. Immediate start, temporary up to 6 months with possible extension

What you'll be doing in this role:
6. To support the Assistant Accountant & Contracts Manager in the provision of an efficient and effective procurement & contract management service.
7. To suggest and consider innovative means of procurement within the boundaries of the legislative framework.
8. To lead on the day to day procurement and contract management and coordinate relationships and activity with NIFRS Centre of Procurement Expertise (CoPE) Business Services Organisation (BSO) Procurement and Logistics Service (PaLS).
9. To act as a key liaison between NIFRS and the CoPE.
10. To develop, maintain and implement a rolling 3-year procurement plan with sufficient flexibility to manage emerging or critical need.
11. To develop and implement a flexible annual procurement action plan reflective of the approved 3-year procurement plan.
12. To prepare procurement reports for Departmental submission in line with Department of Finance requirements.
What you'll need for this role:
13. Possess a degree or equivalent qualification
14. Have current membership of the Chartered Institute of Procurement & Supply (MCIPS) PLUS at least
15. 2 years’ relevant experience within a large complex organisation* of at least two of the Contracts management, Operational procurement, Application of procurement legislation, current EU directives and contract law.
16. OR Possess a minimum of 5 year’s relevant experience working in a procurement function within a large, complex organisation* of at least two of the following: Contracts management, Operational procurement, Application of procurement legislation, current EU directives and contract law.
17. Have at least 2 years’ experience of managing a team to deliver results within a target driven environment, planning workloads, defining objectives, achieving deadlines and implementing action plans.
18. Possess a full, current UK driving licence or have access to a form of transport which enables them to fulfil the full requirements of the job.
19. As part of the reference checking and vetting process for this position you may be requested to undertake an Enhanced Access NI Disclosure. Having a criminal record will not necessarily be a bar to obtaining a position.
