Job Title: Commercial Senior Surveyor
Pay Rate: £500 Daily Umbrella
Hours: 36 Hours a week (Mon-Fri) 9:00 AM - 5:00 PM
Duration: Initial 6 Month Contract
Location: Office based/Site based – Newham Dockside | 1000 Dockside Road, London E16 2QU
Additional requirement: All applicants must drive and have their own vehicle.
Job Summary
Reporting to the Commercial Manager, the Senior Surveyor is one of nine personnel managing over 600 Council owned commercial properties. The portfolio includes retail, industrial, offices, land and community centres. The successful candidate must be a Member or Fellow of the Royal Institution of Chartered Surveyors and have significant estates management experience in the local authority sector.
The role requires proactive and efficient management of the commercial portfolio to support the Council’s priorities, maximise income, minimise tenant complaints, and reduce outstanding rent reviews and lease renewals. The candidate should demonstrate experience managing similar commercial property portfolios with concrete examples of issues, considered options, and resolutions accepted by all stakeholders.
Key Accountabilities
* Provide high-level professional property advice in accordance with best-practice standards of the Royal Institution of Chartered Surveyors.
* Be responsible for implementing the Council's property asset management policies.
* Lead negotiations and management of community and voluntary sector (CVS) occupiers.
* Lead on enquiries from Elected Members relating to the CVS sector, ensuring stakeholder views are listened to, evaluated professionally, and aligned with Council priorities.
* Lead and take responsibility for all transactions within their remit.
* Plan, prioritise, manage, and report their own workload.
* Make decisions on all transactions within their remit.
* Contribute to the preparation of Corporate Property and Commercial Portfolio Strategy.
* Implement and respond to legislative changes affecting management of commercial property.
* Plan, identify, implement and manage challenges in the management of the Commercial, Operational and CVS Portfolios.
* Identify and manage relationships with CVS occupiers.
* Negotiate and agree high-profile and politically sensitive CVS property transactions.
* Prepare and be responsible for Cabinet and Delegated Decision reports, ensuring governance compliance and providing high-level advisory recommendations to influence decision making.
* Monitor trends in property values, legislation and case law to ensure best-practice property management.
