Purpose of the Role
The Responsible Individual is the designated person who represents the organisation to Ofsted and ensures that the children’s home complies with all relevant legislation, regulations, and quality standards. This role is pivotal in overseeing the leadership, management, and strategic direction of the home, ensuring the safety, wellbeing, and positive outcomes for children and young people.
Key Responsibilities
Regulatory Compliance & Governance
Ensure the home meets all Ofsted registration conditions and complies with the Children’s Homes (England) Regulations 2015 and Quality Standards.
Act as the “Fit Person” for Ofsted registration and lead on inspections, Regulation 44 visits, and Regulation 45 internal reviews.
Maintain oversight of safeguarding practices and ensure timely reporting of incidents and concerns.
Leadership & Strategic Oversight
Provide supervision, support, and challenge to the Registered Manager to ensure high-quality care delivery.
Lead on the development and review of the Statement of Purpose, ensuring it reflects the home’s aims and operational practices.
Promote a culture of openness, accountability, and continuous improvement.
Quality Assurance & Performance Monitoring
Monitor service delivery through audits, feedback analysis, complaints, and inspection outcomes.
Ensure systems are in place to assess, monitor, and improve the quality of care and support.
Oversee staff recruitment, training, and development to maintain a skilled and motivated workforce.
Stakeholder Engagement
Act as the public face of the organisation, liaising with Ofsted, commissioners, local authorities, and other stakeholders.
Support strategic partnerships and joint working to enhance service delivery and outcomes.
Person Specification
Essential Criteria
Minimum 2 years’ experience as a Registered Manager or Responsible Individual in a children’s home.
Level 5 Diploma in Leadership and Management for Residential Childcare.
In-depth knowledge of children’s social care legislation, safeguarding, and regulatory frameworks.
Strong leadership, communication, and strategic planning skills.
Ability to supervise and support managers effectively and drive service improvement.
Desirable Criteria
Experience of working in homes rated “Good” or “Outstanding” by Ofsted.
Full UK driving licence.
Experience in financial oversight and resource management.
Familiarity with Regulation 44 and 45 reporting processes.
Additional Information
The RI is not responsible for day-to-day operations but must maintain regular contact and oversight.
Expected to visit the home at least monthly and be available for consultation and supervision.
Must undergo a full safer recruitment process and be approved by Ofsted.
