This is an exciting opportunity to play a key role in the management, coordination, and delivery of high quality tenders across civil, process, and MEICA engineering projects. Reporting to the Framework Pre Construction Lead, you’ll collaborate with internal teams, JV partners, and external stakeholders to produce accurate, competitive, and compelling proposals. Benefits of the Proposal Engineer Role: • Competitive salary • Hybrid working arrangement • 25 days annual leave plus Bank Holidays (option to purchase additional days) • Contributory pension scheme • Life Assurance • Health Insurance & Private Medical Insurance • Additional perks including cycle to work scheme, discounts hub, Kids Pass, and more Key Responsibilities of the Proposal Engineer: • Manage and coordinate the timely preparation of tenders for civil, process, and MEICA engineering works • Act as a key interface with clients, maintaining strong and professional relationships • Control tender development costs and manage commercial and technical risk • Engage with external stakeholders and JV partners, promoting collaborative working and strong team ethics • Develop tender strategies and support continuous improvement within the proposals function • Mentor and support colleagues within the department • Capture and utilise feedback from contract close outs and client reviews to enhance future submissions • Coordinate design disciplines and contribute to design development for estimating purposes • Prepare and coordinate estimates for civil and MEICA works • Monitor tender progress against programme and report variances to the Framework Pre Construction Lead • Ensure governance, risk management, and authorisation procedures are followed • Maintain commercial awareness and protect confidentiality at all times • Commit to ongoing professional development and stay informed on industry innovations • Represent the organisation positively in all internal and external interactions Requirements: Essential • Strong planning capability, including preparation of tender programmes • Design and construction experience with the ability to influence buildability, material selection, and optioneering • Understanding of commonly used Conditions of Contract and Specifications within the water industry • Knowledge of partnering and framework delivery models • Experience with risk management techniques • Strong understanding of processes, equipment, and services used in the water sector Desirable • Degree qualified in an engineering discipline • Membership of a relevant professional institution • Previous proposals experience within the water and wastewater industry If this Proposal Engineer role aligns with your career ambitions and you’re ready to join a forward thinking organisation, we’d love to hear from you.
