The CEO will work in partnership with the Board of Directors and is responsible for setting the strategic vision of the BID to deliver the goals set out in its Business Plan. Together the Board and CEO will ensure that the BID projects remain relevant to the businesses the company serves and that they deliver demonstrable value that translates into further BID terms being secured. The Board delegates day-to-day management of the BID to the CEO and the CEO has the authority to carry out these responsibilities in accordance with the direction and policies established by the Board and any advisory groups.
The key responsibilities are:
* Establishing the BID organisation, including the recruitment of staff and establishment of operational policies, procedures and systems.
* Leading the BID, attending board, meetings overseeing project delivery, ensuring good relationships between the board and the BID team, representing the BID at external events.
* Communication – be the face of the BID, keep up to date will levy payer needs by consulting with businesses to identify and adapt to changing needs and circumstances so that services delivered are timely and relevant, lead on communications to business and partners (including via media).
* Human resources planning and management – oversee implementation of policies, ensure a healthy and safe work environment, lead the performance management process, for staff and contractors, identify training needs for themselves and the team.
* Governance – be a member of any advisory groups, ensure the roles of all BID advisory groups are understood, ensure the focus is on long range strategic issues, ensure that all board members are able to give their best by having the right people on the right groups, play an active role in identifying new board members, manage the risk register, follow up with non-levy payers to minimise bad debt.
* Finance and funding – coordinate the annual budget setting cycle, anticipate changes in funding, develop alternative funding streams, support the office manager to ensure the finances are well managed, develop strategic projects outside the plan that contribute to economic vibrancy, identify new funders, lead the engagement plan with these funders.
