This is a key role as the department ensures compliance with procurement legislation e.g. Procurement Act 2023 and Procurement (Wales) Regulations 2024 in addition to administering and monitoring frameworks, regulating and monitoring suppliers/orders. QUALIFICATIONS AND RELEVANT TRAINING

* ESSENTIAL: HNC in Building / Quantity Surveying or similar.
* DESIRABLE: Degree in Quantity Surveying / Professional Qualification – RICS.

RELEVANT EXPERIENCE

* ESSENTIAL: Experience with Contracts in construction/engineering.
* DESIRABLE: Experience with procurement and cost control frameworks. Financial management experience.

SKILLS AND SPECIALIST KNOWLEDGE

* ESSENTIAL: Experience of using Excel.
* DESIRABLE: Experience of using SQUID, Buy4Wales/Sell 2 Wales.

LANGUAGE REQUIREMENTS

* ESSENTIAL: Listening and Speaking – Higher Level. Able to follow a conversation or discussion through the medium of Welsh and English on a professional level and discuss general day to day topics in the field in order to present information and express opinions. Able to give a pre-prepared presentation and respond to any comments and questions on it in Welsh or English.
* ESSENTIAL: Reading and Comprehension – Higher Level. Able to understand standard written Welsh and English; both formal and informal. Able to gather information from various sources such as letters, reports, articles through the medium of Welsh and English in order to fulfil the post.
* ESSENTIAL: Writing – Higher Level. Present written information confidently by letter, more detailed and technical report formats, and respond to written requests conveying information, ideas and opinion in Welsh and English (help is available to check the work).


Job Description

Purpose of the post

* Ensure that the people of Gwynedd are at the heart of everything we do.
* To assist in the management of projects, under the guidance of a Senior Cost Consultant to ensure successful delivery to the specified requirements of the brief provided by the Client in terms of cost, time and quality.
* To develop a personal specialist expertise in technical related issues.
* To use project management techniques and systems (eg PRINCE2, the Council’s Project Management Handbook etc) that will ensure that the Consultancy gives full commitment to satisfy Client needs to deliver value for money whilst operating on a commercial basis and adapting itself to compete effectively.
* to assist in the management of flexible project teams, within the Unit and the Service as a whole, be part of and provide support to team members.
* to assist in the financial control of projects and give financial feedback to Senior Cost Consultant on project issues as requested.
* to perform Cost Consultant’s duties on construction projects under the guidance of a Senior Cost Consultant or Chief Cost Consultant.
* to assist in the resolution of contractual matters with organisations such as contractors & consultants.
* To be aware of and act upon new procedures introduced in accordance with Council policies and procedures as well as national developments.
* to be aware of all Government/EEU initiatives and their implications.
* to fulfil requirements of health and safety and environmental legislation.

Responsibility for functions

* To acquire and maintain an up to date knowledge of: Current best practice in design issues; Method of procurement for infrastructure projects; Technical standards and developments (including computer systems currently in use); and Professional and statutory responsibilities (including e.g. those under the Health and Safety at Work etc. Act, 1974, Wildlife & Countryside Act 1982, Habitat Regulations 1994 and appropriate Regulations e.g. CDM regulations) and of their application relevant to the work and functions being carried out.
* To supervise subordinate staff.
* To deputise for the immediate superior in his/her absence.
* Ensure that the Consultancy meets the requirements of the Council and the Directorate.
* To assist in the financial control of projects and return staff diary cards to administration office Monday following working week.
* The post holder is expected to be aware of the requirements of Health and Safety and to collaborate with the Directorate’s Health and Safety and Quality Assurance Manager to ensure that the Unit complies with the relevant requirements.
* Responsibility for information management in accordance with the Council's information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation.

Main duties

* Develop and maintain a practical and professional relationship with principal clients, such as other services of the Council, the Area offices, Welsh Assembly Government, other Directorates and other Authorities.
* To prepare cost estimates, carry out risk assessments, plan project staff requirements, produce programmes and expenditure forecasts. Monitor actual progress against forecasts and take necessary remedial action.
* To be pro-active in the development and monitoring of the Business Plan to ensure optimum performance of the unit and that key targets are achieved.
* To act as the Supervisor for works on construction sites when required and to undertake delegated responsibilities and duties accordingly.
* Assist to develop and maintain the model contract document.
* To assist in the management of projects, under the guidance of a Senior Cost Consultant and to be project manager on relatively small and straightforward schemes.
* To carry out data collection, preliminary investigations, administrative, quality and financial procedures for works to be carried out on behalf of the Client.
* Ensure that projects comply with health and safety and environmental legislation and regulations.
* The supervision of financial, administrative and technical control of works of construction, investigation, assessment or maintenance executed on behalf of the Client. To assist in the resolution of contractual issues on behalf of clients.
* To develop an expertise in design related computer systems and software. Liaise with Directorate information technology officer.
* To liaise with other services, other directorates, Council Members, statutory undertakers, other authorities, external organisations, and individuals concerning all aspects of the works.
* To supervise and guide the work and development of subordinate staff.
* To report to, and receive instructions from senior staff.
* Other relevant administrative and professional duties commensurate with the seniority of the post.
* This is an illustrative list only. * Responsibility for self-development.
* Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
* Operate within the Council’s policies in relation to equal opportunities and equality.
* Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
* Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
* Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
* Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.

SPECIAL CIRCUMSTANCES

* Control own expenditure on projects.
* The ability to work under pressure, motivate staff and to ensure the success of the Consultancy.
* The requirement to work outside office hours at Public Inquiries, consultations, exhibitions and Council meetings and when called out to emergency situations.
