The Head of PPP Proposals, BD will lead the development of high-impact proposals for Public-Private Partnership (PPP) projects across infrastructure, energy, and facilities management sectors. The successful candidate will possess deep expertise in PPP procurement, commercial structuring, and full asset lifecycle management, with a proven ability to navigate complex stakeholder environments and contractual frameworks.

Key Responsibilities
* Lead the preparation and submission of PPP proposals, ensuring alignment with RFP, Project Agreement (PA), Facilities Management Agreement (FMA), and Interface Agreement (IA) requirements.
* Interpret complex PPP contractual structures and negotiate FM Agreement commercial terms, including lifecycle risk, performance obligations, and risk allocation.
* Develop comprehensive pricing and risk models that reflect whole-life asset management, including repair, preventative and programmed maintenance, renewal, and replacement of lifecycle assets, in accordance with FM and Partnership Agreements.
* Collaborate closely with cross-functional teams including BD, legal, finance, technical, operations, and external consultants to integrate technical and financial components into winning proposals.
* Oversee the pricing and management of asset lifecycle planning including the repair, preventive and programmed maintenance, renewal, and replacement of Lifecycle Assets in accordance with the FM agreement. Identify and collaborate with external consultants as needed.
* Evaluate and optimize risk allocation models, commercial structuring, and long-term financial sustainability of PPP projects.
* Ensure strong alignment with Enova’s regional and group-level stakeholders, especially Veolia, and incorporate internal feedback effectively into bids.
* Engage with external stakeholders including public clients, financiers, subcontractors, and consortium partners to develop mutually beneficial partnerships.
* Lead or support post-bid activities, including clarification rounds, contract negotiations, and project mobilization planning.
* Ensure full compliance with all legal, regulatory, and procurement requirements relevant to the PPP model.
* Analyze and interpret key commercial documents including the Project Agreement, FM Agreement, and Interface Agreement to ensure proper risk identification, role clarity, and value capture.
* Contribute to the establishment of commercial frameworks for joint venture (JV) type partnerships, ensuring strategic alignment and clear governance structures.
* Manage timelines, quality assurance, and resource allocation across multiple high-value proposal submissions.
Qualifications & Experience
* Bachelor’s degree in Engineering, Business, Finance, or a related field; Master’s degree or MBA preferred.
* Minimum 7 years of experience in PPP project development, bid leadership, or infrastructure advisory roles, preferably in FM, energy, or social infrastructure sectors.
* Strong understanding of PPP contractual frameworks, project finance models, and public procurement dynamics.
* Demonstrated experience in asset lifecycle management, including lifecycle costing and long-term performance planning.
* Experience setting up commercial structures for joint ventures or consortium-based bidding models.
* In-depth knowledge of commercial and technical aspects of FM agreements within the PPP environment.
* Track record of success in winning complex, large-scale PPP projects across infrastructure or utilities sectors.
* Strong stakeholder engagement, negotiation, and leadership capabilities.
* Excellent written and verbal communication skills with the ability to craft persuasive, client-focused proposals.
* Familiarity with public procurement frameworks in the GCC region is a plus.
Preferred Skills
* Experience in infrastructure, transport, healthcare, or built environment PPP projects.
* Solid understanding of lifecycle pricing, FM performance standards, project risk registers, and interface risk management.
* Legal literacy in FM, Project, and Interface Agreements, including provisions for handback, lifecycle obligations, performance bonds, and default termination.
* Exposure to ESG-related compliance, Emiratization, and local content (ICV) requirements within PPP contracts.
* Ability to manage complex timelines and concurrent proposals in a high-pressure environment.
* Strong attention to detail, organizational skills, and analytical thinking.
* Proficiency in proposal management tools and Microsoft Office Suite; financial modeling exposure is a plus.
