Summary:

Clyde Gateway URC seeks to recruit an experienced Project Manager to manage and assist with projects in a programme of development which is contributing to the physical, economic and social transformation of Clyde Gateway, Scotland’s largest and most ambitious regeneration area.

This is a full time position (35 hours per week) for a fixed period of two years with a salary range of £45,896 to £53,439 per annum depending on experience. The successful candidate will be auto enrolled into a defined benefit pension scheme.

Reporting to the Capital Development Manager, the post holder will assist in the development and delivery of the URC Capital Programme leading on a range of capital projects which will include the delivery of buildings such as high quality business and industrial space. Those with no experience of delivering capital building projects will not be eligible for the position.

Post specifics:

This is an excellent opportunity for a highly motivated individual who has a proven track record in delivering capital projects to lead external consultants and contractors and oversee the design, development and physical delivery of projects.

The post holder will have responsibility for a wide range of projects and will work in an exciting and fast paced environment. The post holder will be required to work with a range of stakeholders and participate in community consultation.

The post holder will have excellent oral and written communication skills.

Key Tasks:

• To support the Capital Development Manager in the delivery of the capital programme.

• To manage projects across Clyde Gateway’s regeneration programme through a range of tasks including project appraisal, the preparation of Business Cases, the development of consultant’s briefs, financial control, risk management, health and safety, procurement and contractual matters.

• To procure and manage the services of external professional teams, consultants and contractors, ensuring that the development and completion of regeneration projects meet high delivery standards in respect of time, cost and quality.

• To ensure projects are managed and administered in accordance with the contract terms and conditions and that timescales are met in respect of Early Warnings, Compensation Events, Defects, Collateral Warranties, statutory approvals etc.

• To work collaboratively and flexibly within the Clyde Gateway team and with a range of external partners at a local, regional and national level.

• To identifying external funding opportunities together with the preparation and submission of funding bids.

• To represent Clyde Gateway at partner meetings, initiate actions from meetings, work on joint projects and contributing knowledge and expertise.

• To encourage community involvement and development through positive engagement with local organisations.

• To deliver community benefits in all Clyde Gateway’s activities.

• To manage all financial aspects of relevant projects including budgetary control and accurate forecasting.

• To maintain the monitoring and evaluation of information to produce the URC’s Key Performance Indicators.

• To prepare and present reports for consideration at Board meetings.

Person Specification:

• Educated to degree level or equivalent or hold an appropriate professional qualification, hold a project management qualification or have a minimum of five years’ experience in relevant discipline (delivering the construction of buildings).

• Excellent working knowledge and relevant practical experience in one or more of the following: infrastructure, architecture and design, structural engineering, civil engineering, mechanical/electrical and plumbing, land remediation, cost consultancy.

• Experience of managing external consultants and contractors in the delivery of built environment projects.

• Ability to manage challenging physical development projects and to think innovatively and problem solve.

• Accuracy and attention to detail, challenging assumptions and inaccurate information.

• Ability to communicate clearly and accurately at all levels with a range of partners and stakeholders.

• Good understanding of regeneration policy and principles.

• Experience of working with community groups.

• Experience of working in neighbourhoods facing major social and economic challenges.
