Senior Advisor - Future Agriculture - Environmental Land Management (ELM) - 31666
The Environment Agency is reforming agricultural policy and spending with the Environmental Land Management schemes. ELM schemes incentivise farmers and land managers to deliver water, soil and biodiversity outcomes in return for public funding. This role involves informing and shaping the design and delivery of incentives within the ELM framework, contributing to the EA2030 strategy and government targets for water, environment and climate. The role includes influencing policy and delivery in response to recent government reviews and working to deliver a resilient, productive agricultural sector.
The Environment Agency ELM team seeks dynamic, strategic thinkers to help shape the future of ELM, particularly the delivery of Countryside Stewardship Higher Tier (CSHT). The role will deliver key CSHT products for the Farming and Countryside Programme, contribute to continuous improvement of the scheme, and provide advice in meetings, manage commissions, oversee programme milestones, and identify risks and resource requirements.
Responsibilities
* Provide advice in meetings and manage commissions related to ELM and CSHT delivery.
* Deliver and oversee programme milestones; identify future risks and resource requirements.
* Work across diverse teams and organisations, including senior leaders, to articulate a scheme that supports desired outcomes.
* Influence the design and delivery of incentives within the wider context of organisational response to government reviews.
* Contribute to continuous improvement of the CSHT and related farming programme products.
Experience and Qualifications
* Experience of Agriculture and working with Defra and other statutory bodies is essential.
* Politically aware with excellent communication and networking skills.
* Understanding of environmental sensitivities associated with significant agriculture sector reform.
* Experience interpreting/evaluating evidence to propose effective risk-based solutions for challenging problems.
* Ability to prioritise and deliver complex work; self-starter who actively develops and advances ideas.
* Ability to work with a range of partners and stakeholders to achieve consistency across organisations.

Working arrangements
