Join to apply for the Analyst (Networks) role at Ofgem.

Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow.

About the job

Ofgem is Great Britain’s independent energy regulator. Our purpose is to protect energy consumers, especially vulnerable people, by ensuring they are treated fairly and benefit from a cleaner, greener environment.

This is an exciting opportunity to join Ofgem as an Analyst within our Networks directorate. You’ll play a vital role in shaping the future of the UK’s energy networks at a time of unprecedented transformation, helping to ensure they support the transition to Net Zero while delivering value for consumers.

You’ll be part of a team working on the RIIO price control framework, which governs how network companies invest and operate. Your initial focus will be on monitoring and assessing company performance under the current RIIO‑2 regime, supporting cost reporting and analysis to ensure efficient delivery. You’ll also contribute to the development of RIIO‑3, which will set the regulatory strategy for billions of pounds of investment in electricity and gas networks over the coming years.

This role offers variety and challenge, with responsibilities ranging from analysing complex datasets and validating company submissions to drafting consultation and decision documents. You’ll engage directly with network companies, participate in sector working groups, and collaborate with colleagues across Ofgem to refine our approach to cost assessment and regulatory reporting. As your experience grows, you’ll have opportunities to broaden your work across electricity and gas networks and to support strategic projects that influence the UK’s energy future.

We’re looking for someone with strong analytical skills and the ability to interpret and challenge complex data. Excellent communication skills are essential, as you’ll need to explain technical issues clearly and work collaboratively to solve problems. You will also bring strong writing and project management skills to deliver high‑quality outputs under tight deadlines.

This is a chance to make a real impact helping to ensure that the UK’s energy networks deliver a low‑cost, resilient system that supports decarbonisation and benefits consumers. You’ll join a supportive and inclusive team where your expertise will help shape decisions that matter.

Join us and help shape the future of energy in the UK.

Key Responsibilities

* Support areas of our annual monitoring assessment approach for the RIIO price controls, including analysis of company performance in relation to specific categories of expenditure and the outputs we set under the RIIO‑2 price control framework and examining variations in performance against regulatory targets.
* Engage with network companies on technical aspects of their submissions and participate in direct discussions to help gain a deeper understanding of the factors influencing the delivery of the RIIO‑2 programme.
* Liaise with network companies (e.g. via sector working groups) on a regular basis to help refine and develop our approach to cost assessment.
* Provide support and assistance to the preparation of oral and written briefings to Networks and Ofgem’s boards and committees on key issues - working closely with policy, regulation finance and legal colleagues.
* Support effective project management to ensure delivery of your work.
* Drafting consultation and decision documents.
* Have the opportunity to represent Ofgem at relevant industry events, seminars and working groups.
* Respond to changing priorities and helping manage organisational risk, by being flexible to embrace new workstreams across sector price controls. This could include using your analytical skills to support the assessment of specific network projects that might require additional funding after the price control is set. Or supporting briefings and analysis in the event of appeal of the price control settlement(s).

Key Outputs & Deliverables

* Assess the performance of the network companies against RIIO‑2 targets and obligations.
* Assist in the processes for monitoring and reporting of specific cost, funding and incentive areas within the RIIO‑2 price control framework (including outputs and uncertainty mechanisms) in terms of cost‑efficient delivery for customers, the environment and asset resilience.
* Assist in the production of external annual reports that summarise and communicate the results of our assessment.
* Support the annual process to refine and develop our approach to enhance our data collection and reporting templates, including the consultative process with key stakeholders.
* Contribute to the development of assessment methodologies, and to assist in making robust recommendations, supported by the analysis of the benefits and costs (to consumers and network companies) of different options.
* Support and help motivate members of a team. This includes working closely with team leads and other Senior Managers to develop regulatory expertise and capability in the team.

Person specification

* Excellent analytical skills, both quantitative and qualitative, with demonstrated ability to think critically, validate and analyse complex data, and to challenge and sense check results. (LEAD CRITERIA)
* Excellent communication and negotiation skills, with the ability to communicate technical information clearly and concisely and to work collaboratively to solve problems. (LEAD CRITERIA)
* Strong writing skills with demonstrable application of those skills to support policy development, consultation, decision‑making processes and implementation.
* Strong project management skills to successfully deliver a programme of work in challenging timescales.
* Confident with Excel to manage large datasets and to present analysis in appropriate and clear formats.
* Experience of regulatory reporting is desirable, but is not essential.
