The Regional Operations Manager (ROM) will operate 24/7 providing leadership and management support to divisional and support services teams to ensure the most effective and efficient utilisation of EMAS resources to support the Trusts objectives and strategic aims.
The ROM will be based within the Emergency Operations Centre (EOC) at Horizon Place and will operate real time to enable the Trust to improve its ability to react to and solve operational issues, constantly test and challenge service provision so that it is fit for purpose.
The ROM will work closely with Divisional management teams and EOC Duty Managers and other managers to ensure effective service delivery and communications between operational divisions, EOC and support services.
The ROM will take an overview of the operational activities in the trust and be proactive to prevent potential operational issues. Anticipating areas where performance deterioration may benefit from early intervention including escalation of issues.
On a shift-by-shift basis will have an overview of the Critical Care functions supporting tactically and liaising directly with Incident Command functions to provide best patient care
Be a point of contact for divisions Tactical Cells around hospital delays and being the senior manager on duty supporting conference calls with external stake holders
Senior clinician on duty to be the bridge between the Strategic Medical Advisor and operational crews on duty 24/7
Demonstrate, promote, and develop visible leadership and professional management within the Horizon Place EOC ensuring EMAS values are pertinent, and HR policies are properly implemented and maintained to ensure equity across the Trust.
Promote the vision, values and goals of the NHS constitution, and Trust to demonstrate a commitment to the Organisational direction and culture.
To provide effective management, leadership and presence to all staff and managers interacted with on a shift-by-shift basis.
Ensure all services provided are patient-focused, of high quality and optimise human, financial and other resources effectively and efficiently.
Promote the concept of high performing teams who are held to account in terms of delivery and clinical outcomes for their area of responsibility both within the operational area.
Deliver high standards of employment practice and act in accordance with any appropriate codes of conduct.
Demonstrate that fairness and respect are central to excellent leadership behaviours and lead and influence others to do the same.
Ensure all actions and behaviours display respect for individuals, ensuring support for the Trusts commitment to equality and human rights in the provision of equality of opportunity in service delivery and employment practice.
Proactively engages with staff and other recognised stakeholder groups to share information, develop relations and networks, and promote feedback to support service delivery and improvement.
The duties and responsibilities of the post will be undertaken in accordance with the policies, procedures and practices of the Trust, which may be amended from time to time.
Patient Safety is a key priority for the Trust. It is your responsibility to ensure that you are fully compliant with EMAS policies and procedures in respect of patient safety, for example Risk Management, Infection Prevention and Control, Safeguarding children and vulnerable adults.
This job description is not intended to be an exhaustive list of duties and responsibilities, but to give an indication of the main areas of activity and involvement.
Responsible for the due diligence and focus on the achievement of national and local performance targets, through maximising available resourcing in both staff availability and asset management to ensure patient quality standards and the Trusts Key Performance Indicators are met within their area of responsibility.
To make sure issues that may affect service delivery are escalated and reported to the relevant local management teams in an appropriate and timely manner.
Specifically, to monitor VOR and crew downtime, and intervene when appropriate to maximise resource availability and therefore patient benefit.
Work in partnership with EOC managers, for overall regional performance, image and reputation and achievement of the Trusts strategic objectives.
To monitor key performance indicators within the Region and take corrective action as required in maintaining agreed standards and meeting specified targets.
Prepare exception reports, highlighting locality issues affecting operational performance.
Manage operational issues affecting A&E departments, vehicle downtime, NHS Walk-in Centres, Minor injuries Unit etc offering solutions wherever possible.
Management of an appropriate level of managerial capability to provide appropriate co-ordination of scene management with the Incident Command Desk at serious/critical incidents, liaison with other emergency services and outside agencies in order to ensure safe and effective incident management.
To be responsible for a state of preparedness and organisational reaction in the event of a major / large scale incident, undertaking the initial remote Tactical Commander role for the Trust as appropriate in a Major Incident situation in accordance with the Trust Major Incident plan until relieved by the arrival of the Divisional Tactical Commander at the scene. This also requires maintaining competencies for this role through appropriate training and exercise programmes as determined by the Trust.
Respond to all categories of incidents as an HCPC Registered Paramedic as required or directed.
Manage the Business Continuity Management arrangements, ensuring when required that the Business Continuity Plans are activated to mitigate any system, staffing or infrastructure failures.
