Key responsibilities include:
Lead the development of sourcing strategies and commercial approaches aligned with wider reform objectives
Deliver high-level input into a major assessment report to support senior decision-making
Translate strategic direction into commercial models, transition plans, and operational readiness
Provide expert procurement and commercial advice to senior leaders and cross-functional teams
Collaborate with regional partners and external stakeholders to align on policy, best practice, and potential delivery models
Ensure alignment with relevant procurement legislation and internal governance procedures
Profile
A successful Interim Strategic Procurement Manager should have:
Senior-level experience in complex public sector procurement, ideally across transformation, infrastructure, or regulated services
Strong understanding of early-stage strategic scoping, options analysis, and commercial model design
Demonstrated ability to influence senior stakeholders and build consensus across organisational boundaries
Expertise in category management, contract strategy, and value-driven sourcing methodologies
Deep knowledge of Public Contract Regulations (PCR), the Procurement Act 2023, and commercial governance
Comfortable navigating ambiguity and driving clarity in politically sensitive or evolving environments
