Overview
The Environment Agency is committed to an inclusive workforce. This role sits at the centre of our water industry enforcement transformation as a Programme Manager, supporting the programme team to identify objectives and deliver significant business change to enforcement capacity and capabilities.
Responsibilities
* Identify key outcomes for programmes and projects and present them clearly.
* Develop and maintain a programme plan and present it as a product to track progress, join up work, and create efficiencies.
* Work with workstream leads to identify activities, resource requirements, milestones and when support is needed.
* Set programme controls and assurance, enabling adaptation to change.
* Advise on governance and create business cases.
* Capture, manage and report risks and issues, including escalation as appropriate.
* Lead programme meetings and motivate the team to deliver.
* Report progress to senior stakeholders, including Defra, tailored to different audiences.
The Team
The role collaborates with the Chief Regulators Group and Water Regulation in the national Environment and Business Directorate. The Water Regulation Programme Office is a new team focused on high-profile, cross-cutting work and provides insight into water industry enforcement across the organisation.
Experience/Skills Required
* Demonstrable experience in leading projects and project teams.
* Understanding or experience of transforming complex organisations.
* Excellent communication and influencing skills; ability to present complex information clearly to enable decisions.
* Ability to build and maintain effective relationships with dispersed customers and work with people from diverse backgrounds and cultures; actively consider diversity issues.
* Ability to meet tight deadlines, prioritise, and thrive in a fast-paced, changing environment; capable of leading teams through uncertainty.
* Understanding of water industry, regulation or enforcement is useful.

This role is advertised until end March 2026, with potential extension to end March 2027. The role is national with flexible/hybrid working; some travel and overnight stays may be required.
