Exeter City Council are seeking a Licensing Officer to join their Environmental Health team.
Location: Exeter
Set-up: Hybrid
Rate: £18/hour via umbrella inside IR35
Duration: Initially 3 months
Key Responsibilities
1. Carry out inspections of licensed premises, vehicles, and activities to ensure compliance with legislation and licence conditions
2. Investigate complaints, objections, and enquiries relating to licensing matters, preparing reports and evidence where required
3. Represent the Council at licensing hearings, appeals, and court proceedings, presenting evidence and professional advice
4. Liaise with internal services, external agencies, and the public (including Police, Fire & Rescue, businesses, and residents) on licensing issues
5. Maintain accurate licensing records, databases, and reporting systems, supporting education and promotion of licensing compliance
Skills & Experience
6. Experience of animal licensing would be an advantage
7. Strong literacy, numeracy, and IT skills, with the ability to prepare accurate reports, correspondence, and presentations
8. Experience of managing casework, gathering information, and presenting findings to committees or hearings
9. Ability to organise and prioritise workloads, working under pressure to meet deadlines
10. Good knowledge of licensing legislation and enforcement processes (desirable but not essential)
11. Flexible approach with willingness to work evenings, weekends, and undertake site visits; full driving licence desirable
