Anti-Social Behaviour Officer / ASB Officer (Housing)

We’re looking for someone who can manage relationships with customers, set clear expectations, and ensure tenancy agreements are respected to help build safe, respectful, and thriving communities. The role is based in Hemel Hempstead, Hertfordshire with hybrid working options, a salary of £38,496.84 per annum plus benefits, on a fixed term contract of 14 months, 37 hours per week (Monday – Friday, flexibility negotiable).

Responsibilities
* Work both in the community and online, visiting homes, managing casework, and providing practical advice to tenants, leaseholders, shared owners, and key partners.
* Act as the first point of contact for tackling anti-social behaviour, helping customers sustain their tenancies and improve neighbourhood life.
* Investigate reports, gather evidence, prepare case files, and resolve issues through informal interventions and formal legal action as required.
* Draft witness statements, support victims, attend court hearings, and ensure compliance with all relevant legislation and policies.
* Investigate, escalate, enforce, and resolve complex case work including ASB (low, medium, and high), tenancy fraud, domestic abuse, hate crime, safeguarding, and other contractual requirements for tenants, shared owners, and leaseholders.
* Maintain accurate and detailed records, serve legal notices, prepare case files, and attend court.
* Represent Thrive at multi-agency case conferences (e.g., ASB forums, child protection meetings, MARAC).
* Identify support requirements and work with customers to sustain tenancies; escalate to relevant support channels when needed and work with partners to minimise risk and ensure safeguarding.
* Collaborate with Thrive’s key stakeholders and provide support across the team and business to resolve issues; work with the Customer Contact Team to provide knowledge and feedback at first point of contact.
* Support the Relationship Management Team and Onboarding Team through the tenant life cycle (post void, allocation, lettings, housing management).
* Occasional weekend and evening meetings and out-of-hours support as required.

Requirements
* Demonstrable experience working in an ASB / tenancy management environment.
* Excellent communication and interpersonal skills.
* Experience maintaining relationships with key stakeholders (e.g., Police and Local Authority).
* Experience in preparing legal documentation for court is essential.
* Full driving licence and vehicle for work purposes.
* CIH qualification registered by Ofqual is desirable.
