Job Summary Do you want to work for the Defence Infrastructure Organisation (DIO) and play a key role in keeping our country safe through caring for the Defence estate and those that depend on it? Within the DIO Centre of Excellence (CoE) team, an exciting opportunity has arisen as the Hard Facilities Technical Manager. You will support Asset Management and Hard FM delivery across the MoD estate, and provide technical advice and support through customer and supplier engagement, that drives improvement within the business. Working within Hard FM will offer you a wealth of experience in to the range of built and infrastructure assets in use across Defence. You’ll work with DIO's suppliers to identify best practice and seek out opportunities to drive improvements in performance of those assets. Working across DIO, you’ll support Customers in co-ordinating technical matters to facility Hard FM improvements throughout the estate. You’ll co-ordinate technical working groups to implement new initiatives for improving the MOD’s Infrastructure and complying with legislation. The CoE allows Regions to focus on Regional responsibilities by leveraging knowledge from across Regional Delivery (RD) and DIO supporting functions to develop better solutions. It will be responsible for cross-cutting activities across our customers and will deliver a programmatic approach to provide enhanced support of which you’ll be a key player. CoE will embed more agile ways of working, develop lean processes and support defining and realising continuous improvement opportunities. The CoE will work across multiple stakeholders to gain insight, share and implement considered Learning from Experience, provide consistent and coherent advice and strategic direction. This position is advertised at 37 hours per week. Job Description Key responsibilities include but are not limited to: Management Support Support the RD front door to all stakeholders for all aspects of Hard FM and asset management delivery. Provide support to Hard FM working groups and technical cells for Hard FM and asset management ensuring alignment between the DIO strategic intent / policy and customer need within RD plans. Customer Management Provide Hard FM advice and collate guidance on FDIS Built Estate contracts and any future projects. Support the maintenance of Standard Operating Procedures/How to guides which improve Hard FM services. Supplier Management Collaborate with DIO's suppliers to facilitate outcomes that affect complying with Statutory Legislation and MoD Mandatory obligations across the MoD Built & Infrastructure Estate. Support relationships that enable robust challenge without compromising collaborative working. Change & Improve Track customer feedback, both through formal and informal channels. Support the delivery of action plans for Hard FM systemic issues. Support a culture of continuous improvement across the DIO to identify and make improvements in process, technology and capability. Person specification Essential Criteria To Fulfil The Role Experience in managing and trouble shooting Hard FM issues affecting operations/service delivery Clear demonstration of Hard FM skills in both meeting customer needs and managing supplier relationships Understanding and experience in complying with statutory, regulatory and professional requirements Experience in customer relationship management and stakeholder liaison Commercial experience gained within a property, facilities management or similar function Memberships Working toward Full level membership of relevant professional body. Eg IWFM level 4/5 – Member, RICS FM Pathway – or MRICS or Working toward IWFM Diploma in leadership and change within FM, or Equivalent Experience.
