2-3 months contract with a Local Authority Job Summary: • The London Borough of Islington is seeking an experienced Project Manager (New Homes) to join the New Homes Development team on an interim basis to cover a vacant post. • The postholder will be responsible for delivering a number of large-scale and complex new build housing projects, typically valued between £20m–£50m per scheme, through all RIBA stages, either via direct delivery or through development partners. • The role requires strong project, financial and stakeholder management skills to ensure projects are delivered on time, within budget and to the required quality standards, contributing to the Council’s ambitious affordable housing programme. Key Duties/Accountabilities (Sample): • Manage the delivery of up to three new build housing projects through all RIBA stages, from feasibility to completion. • Ensure projects are delivered to agreed cost, quality and programme, meeting key milestones and governance requirements. • Lead and manage multi-disciplinary project teams of up to 25 professionals, including architects, consultants, Employer’s Agents and contractors. • Monitor project budgets, funding streams, cashflow, committed spend and forecasts, and contribute to quarterly financial monitoring. • Prepare and submit Gateway reports, change control requests and governance papers in line with agreed processes. • Maintain and manage robust risk registers, ensuring risks are mitigated and escalated appropriately. • Undertake financial and viability modelling using approved tools. • Ensure timely discharge of planning conditions and compliance with building regulations. • Provide regular project reporting, including monthly highlight reports using Power BI. • Act as the main point of contact for assigned schemes and manage relationships with development partners. • Engage effectively with Executive Members, Ward Councillors, residents and local communities throughout the project lifecycle. • Ensure compliance with the Council’s Constitution, Financial Regulations, Procurement Rules, GDPR, Health & Safety and relevant legislation. • Maintain accurate project documentation and capture lessons learned to support continuous improvement. Skills/Experience: • Proven experience managing residential housing development projects through all RIBA stages. • Experience working in a local authority or public sector housing or regeneration environment. • Strong track record of managing large budgets, financial appraisals and viability assessments. • Experience supervising and leading multi-disciplinary project teams. • Good working knowledge of construction contracts, planning policy and development processes. • Strong understanding of project governance, risk management and reporting. • Experience engaging with residents and stakeholders, including disadvantaged communities. • Excellent communication, negotiation and influencing skills. • Ability to work under pressure, manage competing priorities and work with minimal supervision. • Strong IT skills, including Microsoft Office, financial spreadsheets, Power BI and viability tools. • Willingness and ability to attend site visits.
