A key part of the role will be establishing the capacity of relevant junctions, the route network and redesigning where required. Key Responsibilities: Work with the consents team to draft, develop and seek approval of Local Traffic Management Plan (LTMPs) as appropriate, and support the town planning lead in submission of associated Lorry Route applications. Implement, establish, and manage a system for traffic management (TM), including inspection and audits to ensure on site compliance of TM, with adequate consideration for neighbouring works (both HS2 related and not) Work with all relevant parties to identify and fine tune procedures for pre-application discussions and applications for consents. Work with the consents team to ensure consents and their associated works are being adhered to by the sub-contractors in respect of freight movements. Liaise with the consents team to deliver appropriate and timely information in relation to all consents including those related to highways works. Develop and maintain a relationship with the relevant stakeholders Identify and analyse risks relating to the freight strategy or other traffic related matters relating to area of responsibility, act as a risk owner of such risks where requested. Ensure that all Traffic Management plans are secured in a timely manner and escalate where issues are encountered. Liaise with the Highways Consents manager in their role as primary user for ‘Street Manager’ online database, support delivery of appropriate and timely highways consents relating to works. Lead on securing necessary TM plans with relevant subcontractors, with consistent approach and quality (Chapter 8 of NRSWA) of TM plans and drawings from subcontractors. Support the highways consent manager in providing forecasted plans/detail at the Traffic Liaison Group (TLG) and other meetings with Highways Authorities (HAs) as required. Advise and support freight & traffic related matters with procurement to ensure tenders contain the correct information for potential bidders to make an informed decision. Coordinate freight & traffic related matters with the relevant package managers, logistics team and consents team. Liaise with internal MDjv colleagues to maintain their awareness of the commitments given about freight and traffic and that the Project continues to meet them. Assist the Planning Managers to incorporate the key logistics milestones into the programme. Develop and provide freight and traffic related supporting materials such as toolbox talks, briefings/handovers and guides on operations Technical Responsibilities Excellent verbal, written and interpersonal skills Strong knowledge of the consent’s framework relating to highways (including both HS2 Act and New Roads and Street Works Act 1991). Strong data/database management skills Strong knowledge of the Safety at Street Works and Road Works – A Code of Practice Strong knowledge of the Traffic Signs Regulations and General Directions At least 5 years’ experience in either setting out or supervising temporary traffic management installation and maintenance. Local Traffic Management Plan Environmental, Sustainability and Safety Management Plan Highway Condition Maintenance Plan incl. cleansing management Route Management, Improvement and Safety Plan Other plans as outlined in WI1400 & WI1700 Qualifications: 5 years’ experience in highways and/or traffic management. NRSWA Supervisor accredited – Chapter 8 Lantra 12D M7 at minimum CSCS card SMSTS Experience of major construction projects Experience of HS2 project. Strong knowledge of logistical practices within construction Member of the Chartered Institute of Logistics Experience of TM in central London Experience of working with London Borough of Camden and/or Transport for London. Traffic Safety and Control Officer accredited.
