Business Development Manager Permanent Grade D - £45,091 – £51,356 Consultation grade - subject to formal evaluation under the Pay Equity Review Working 36.5 hours per week Birmingham City Council is seeking a proactive and commercially minded Business Development Manager to lead the growth and development of our Digital Mail service. This is a key role focused on expanding our commercial offering, identifying new revenue opportunities, and driving business improvement across the organisation. You will play a central part in shaping our future services, responding to tenders, and developing innovative products that support our long term business strategy. Key Responsibilities Lead the planning, development, and delivery of new commercial products and services. Conduct market and client research to support business planning and forecasting. Develop and implement marketing and communication strategies to promote services and achieve sales targets. Generate, qualify, and respond to new business opportunities to increase market share and income. Identify and introduce new service offerings aligned with customer needs and organisational goals. Manage tender responses and ensure high quality submissions. Raise the commercial profile of the Digital Mail service internally and externally. Drive business growth in line with KPIs and profit targets. Ensure compliance with all relevant Council policies, including Health & Safety, Equal Opportunities, and Safeguarding. Lead and support special projects as required. About You We’re looking for someone who can bring energy, insight, and commercial focus to our Digital Mail service. You should have: Essential Experience Proven experience leading business development and growth within the Digital Mail management industry. A track record of developing and launching new products or services to increase income and profitability. Experience creating and delivering marketing plans and campaigns. Strong experience sourcing, analysing, and responding to tender opportunities. Demonstrated success generating new business from cold sources. Experience managing a team. Skills & Abilities Excellent communication, influencing, and negotiation skills. Ability to work under pressure, manage competing priorities, and adapt to changing circumstances. Strong decision‑making skills with the ability to anticipate and solve problems independently. Highly literate, numerate, and confident interpreting complex financial and non‑financial data. Professional, articulate, and able to represent the service with credibility. Strong commercial acumen and a passion for business development. Excellent presentation skills.
