Overview
We have an exciting opportunity for an Engineering Manager to join our team within Vistry Southern, at our office in Basingstoke, Hampshire. As our Engineering Manager, you will direct and lead the supervision of all engineering design functions and land investigations; maintain a healthy portfolio of development sites for the Region, in accordance with the Company's best practice and procedures to meet departmental objectives. You will manage all External Consultants of the Technical Team undertaking the production of drawings for the design of site developments, to an internal brief from the management team, to be negotiated with and submitted to the appropriate Authorities for speedy and satisfactory approvals to unlock and maximise development potential and meet the business objectives. This role requires you to be a skilled and experienced individual operating within the Engineering discipline of the technical team. You will have experience of working closely with Land, Commercial and Operational teams to ensure efficient delivery of technical information for costing and construction.
Responsibilities
* Provide technical support for the Land Department in appraisal of engineering designs (S38, S278, S104) and site investigation reports.
* Conduct site visits with management to ensure engineered solutions meet cost and technical requirements.
* Ensure company targets are met for a controlled and cost-effective site start through to site completions.
* Produce engineering site feasibilities and liaise with heads of department and external authorities to ensure compliance with standards and business needs.
* Establish good working relationships with Department Heads to ensure schemes are costed and constructed as intended and to encourage feedback for future improvements.
* Lead the External Design Team to provide the required level of service for internal production teams and stakeholders.
* Comply with the Group Health, Safety & Environment Policy and company policies in daily operations.
* Develop and implement ideas to improve contribution to organisational goals and the company reputation.
* Develop relations with Local Authorities and maintain knowledge of their processes to secure timely approvals and marketable house building.
* Provide information and support to internal customers (Land, Commercial, Build) during acquisition, design and tender phases.
* Attend Land handover, Planning, pre-construction design team meetings and other departmental meetings as required.
* Manage up-to-date drawings and information through the Document Management Portal and maintain a current drawings register for all new build contracts.
* Keep up-to-date with prevailing and forthcoming legislation/regulations to ensure drawings and specifications are current.
* Oversee the progression of section agreements to adoption.
* Coordinate site investigation and civil/structural design work carried out by external consultants.
* Understand Highways Act and Sectional Agreements, Water Industry Act and Flood Management Act; ensure S38, S104, S278 processes are understood and applied.
* Provide complete working drawing packages and technical support to Site Management and Sub-Contractors for technical issues.
* Coordinate and chair construction stage design team meetings; attend progress meetings on site; review planning approvals to ensure Conditions are addressed timely.
* Coordinate planning processes where required and ensure responses to Conditions are addressed.
* Liaise with consultants and attend meetings to progress relevant technical matters; assist Surveying and Buying Team in review/approval of subcontractor design information.
Qualifications
* Proven working experience in Civil Engineering.
* Full current UK Driving Licence.
* Extensive experience (7+ years) in civil engineering and familiarity with the adoption process; awareness of estate roads and sewer design, construction and inspection.
* An organised and prioritised working discipline, with the ability to manage tasks effectively and sequentially.
* Sound technical understanding of relevant industry guidance, coupled with the ability to learn and retain information as required.
* Ability to work well in a collaborative team environment and communicate effectively at all levels.
* Sufficient knowledge of adoption and infrastructure works for new build housing estates (sewers, roads, utilities); legal understanding of bonds, certificates and title deeds.
* Experience in people management and project leading.
* Technically minded with a thorough understanding of section agreements (S38, S278, S104).
* Analytical approach and attention to detail; positive attitude towards teamwork.
* Proficient in MS Office programs.
Desirable
* Professional Civil Engineering qualification (Degree, HND or HNC) or equivalent.
* Membership of or working towards membership of a professional body (ICE, IStructE, CABE).
* Experience with housing developers, consultancy, or local authorities.
* Understanding of AutoCAD, Civils3D, Revit.
* Experience with surface water drainage strategies and knowledge of NPPF, Environment Agency or local planning policy.
* Experience with Document Management systems (ViewPoint or similar) and Microsoft Project or similar.
* Knowledge of NJUG requirements and NHBC roads/sewers bonds, applications, charges and rates.
* Experience coordinating external utility consultants for statutory service designs.
