Main duties of the job
HWICB are looking to recruit a highly motivated and enthusiastic individual in this dynamic and rewarding role, to deliver the strategic direction and operational delivery/performance of the business, commissioning and contracting elements of the All-Age Continuing Healthcare service across Herefordshire and Worcestershire.
This is an important and instrumental role which provides leadership and management of the CHC business, contracting and commissioning functions of the service.
The post holder will work collaboratively with other Heads of CHC Service and Associate Director of Nursing for CHC ensuring that, as part of a collaborative and innovative senior team, HWICB delivers a high quality, effective and efficient CHC service with a clear focus on productivity, effective commissioning/ contracting, service development, transformation and financial accountability.
This role is an integral part of the Continuing Healthcare Team which is part of NHS Herefordshire and Worcestershire Integrated Care Board (HWICB).

Detailed job description and main responsibilities
The post holder will bring a high level of expertise and structure to the contracting and commissioning process. Interpret and advise on national guidance and provide a leading role in advising on emerging healthcare policies. Develop contracts to ensure the delivery of the best possible outcomes for patients- meeting local and national priorities and commitments.
Lead on the delivery of business cases and the development of Provider Frameworks across the CHC/CCC portfolio to support procurement, mobilization and implementation of new pathways of care working with ICS partners and wider stakeholders.
Provide day to day overall operational management to the Business, Commissioning and Contracting Teams through direct line management of service leads.

Qualifications
* Relevant degree-level qualification or evidence of significant experience at a senior level in CHC commissioning and contracting.
* Evidence of continuing professional development
Experience
* Working in a commissioning role within the NHS
* Leading successful CHC teams across Business, Commissiong and Contracting functions
* Working across complex patient pathways, which cross multiple specialties and multiple provider sites
* Chairing multi organisational /multi professional forums
* Demonstrable understanding of the regional and national agenda with regard to CHC
Knowledge
* Detailed understanding of the commissioning agenda including its scope, structure, methods of operation, processes and inter-relationships
* Detailed understanding of contracting rules and regulations
* Ability to interpret complex facts and situations and develop a range of options
* Strong negotiating and influencing skills
* Detailed understanding of the current NHS agenda
