NRSWA Manager

Full Time — Monday to Friday, 40 hours per week

The NRSWA Manager will be responsible for developing, implementing, and improving the operation of the highway network within the borough. The role focuses on minimising disruption, ensuring road space availability, and maintaining network reliability. This includes systematic reviews of highway operations in collaboration with stakeholders and in accordance with relevant legislation such as the Highways Act, New Roads and Street Works Act (NRSWA), and the Traffic Management Act (TMA).
Key Responsibilities
Oversee road space bookings, traffic management planning, and coordination of utility and contractor works via Street Manager
Ensure full compliance with network management duties under the Traffic Management Act
Lead the Street Works team to deliver efficient daily operations, including emergency response
Monitor financial performance including permits, licences, charges, and cost centre activity
Build and maintain strong relationships with stakeholders including local authorities, utility providers, councillors, resident groups, and industry partners
Produce management reports, performance data, and statutory returns related to streetworks and network occupancy
Identify and manage operational risks, embedding safety and quality standards across all activities
Support continuous improvement of systems, policies, and procedures related to streetworks and network reliabilityRequirements for NRSWA Manager
Proficient in relevant software, including Street Manager
Experience working in partnership with public, private, and community sector organisations
HNC or Degree in Civil Engineering or Construction
Streetworks Qualification Registration (SWQR) required
Full UK driving licence and access to a vehicle for site visits
